Therapeutic Fraud Prevention Act of 2025

Maddy summaryHR 3243, the Therapeutic Fraud Prevention Act of 2025, bans the provision of paid conversion therapy aimed at changing a person's sexual orientation or gender identity, and prohibits advertising such therapy as effective, safe, or without risk. It directly affects LGBTQ+ individuals and their families who might be targeted by these practices, as professionals have determined conversion therapy is ineffective and harmful. The law treats violations as deceptive acts under consumer protection laws, empowering the Federal Trade Commission and state attorneys general to enforce it through civil actions. It explicitly excludes legitimate gender transition support and non-discriminatory counseling from the ban.

To amend the Internal Revenue Code of 1986 to establish procedures relating to the attribution of errors in the case of third party payors of payroll taxes, and for other purposes.

Maddy summaryThis bill clarifies liability for payroll tax errors when third-party payroll services (like professional employer organizations) rely on employer certifications. It allows these services to depend on employer-provided information unless they knew or should have known of an error. If an error is discovered, the employer bears full liability unless the third party had "constructive knowledge" of the error, in which case liability is shared based on the portion of the error the third party knew about. The bill also prevents the IRS from delaying payroll tax credits or auditing employers solely because a third party relied on an erroneous certification from that employer. It directly affects third-party payroll services and the businesses that use their services for tax filings.

Expressing support for the designation of May 5, 2025, as the "National Day of Awareness for Missing and Murdered Indigenous Women and Girls".

Maddy summaryHRES 381 designates May 5, 2025, as the "National Day of Awareness for Missing and Murdered Indigenous Women and Girls," calling for public commemoration of victims and solidarity with their families. The resolution urges the public and groups to honor both documented and undocumented cases while recommending the Department of Justice commission a new study on the crisis, citing that the last major study was published in 2016. It does not create new laws or funding but aims to raise awareness about ongoing issues, referencing recent data showing 5,614 Indigenous women and girls reported missing in 2024. This symbolic resolution directly affects Indigenous communities, families, and the public, aligning with prior federal efforts like Savanna’s Act and the Not Invisible Act.

Captive Primate Safety Act of 2025

Maddy summaryHR 3199, the Captive Primate Safety Act of 2025, bans the import, export, sale, breeding, and possession of certain nonhuman primates (including chimpanzees, gorillas, and lemurs) in interstate or foreign commerce. It directly affects pet owners, breeders, zoos, and wildlife facilities that currently handle these primates. The bill allows limited exceptions for existing owners who register their primates with the U.S. Fish and Wildlife Service within 180 days, agree to stop breeding/selling, and prevent public contact. It amends the Lacey Act to implement these restrictions, with enforcement beginning immediately regardless of regulatory timelines.

Migratory Bird Protection Act of 2025

Maddy summaryThis bill amends the Migratory Bird Treaty Act to require permits for incidental harm to migratory birds (e.g., from construction or energy projects), directly affecting industries that might unintentionally impact birds. It establishes civil penalties up to $10,000 per violation for unpermitted incidental take and creates the "Migratory Bird Recovery Fund" to collect fees from permit holders, using funds for bird conservation and administrative costs. The bill also mandates annual $10 million funding, requires industry-specific research programs to monitor bird populations, and demands 5-year reports to Congress on conservation progress. These changes shift enforcement from current practices to a structured permit system with clearer accountability for bird protection.

Community Services Block Grant Improvement Act of 2025

Community Services Block Grant Improvement Act of 2025 This bill reauthorizes the Community Services Block Grant (CSBG) program through FY2032 and makes certain changes to the program and associated eligibility requirements. The CSBG program supports various antipoverty activities, primarily through formula-based allotments to states, tribes, and territories, the majority of which must be made available in grants to eligible local entities.  Specifically, the bill permanently sets the measure of eligibility for services, assistance, or resources provided directly to individuals or families under the program at 200% of the poverty line. (Under current law, the eligibility measure is temporarily set at 200% of the poverty line, an increase from the previous measure of 125% of the poverty line.) The bill also makes certain changes to the permitted uses of funding, including by allowing CSBG funds to be used to facilitate low-income individuals’ and communities’ access to high-speed broadband, digital literacy training, technical support, and other services. States may also use certain funds allocated for training and technical assistance to assist eligible entities in responding to statewide and regional conditions that create economic insecurity, including emergency conditions.   The bill also expands requirements for the plans that states must submit to the Department of Health and Human Services in order to receive CSBG funds (e.g., transparency assurances), and sets deadlines by which states must make funds available to eligible entities. Finally, the bill repeals a provision that allowed states to use CSBG funds to offset revenue losses associated with state charity tax credits.

Nurse Corps Tax Parity Act of 2025

Maddy summaryThe Nurse Corps Tax Parity Act of 2025 ensures that payments to nurses in the Public Health Service Nurse Corps under section 846 of the Public Health Service Act are treated as tax-exempt, aligning with existing tax treatment for similar payments under section 338B(g). This change means nurses receiving these specific payments - such as scholarships or loan repayment assistance - will not owe income tax on them. The bill amends two sections of the Internal Revenue Code to explicitly include section 846 in the tax-exempt provisions. These changes apply to payments received after the bill becomes law.
