Reducing Waste in National Parks Act

Reducing Waste in National Parks Act This bill directs the National Park Service to establish a program for the National Park System to reduce disposable plastic products and, if applicable, eliminate the sale and distribution of disposable plastic products. Each regional office of the National Park Service must eliminate the sale of water in disposable plastic products and the sale and distribution of other disposable plastic products after consideration of several specified factors (e.g., the costs and benefits to overall operations). Each regional office must develop a proactive visitor education strategy to address visitor expectations of water availability and explain the rationale for the program and its implementation.

Recognizing the ongoing crackdown on freedom of expression and human rights in Belarus a year after the 2020 election, calling for an end to Alyaksandr Lukashenka's continued campaign of repression against peaceful protesters, journalists, cultural workers, human rights defenders, trade union activists, political activists, and government critics, and expressing solidarity with the Belarusian people.

This resolution condemns Belarusian authorities' assault on freedom of expression and human rights in Belarus since the August 2020 presidential election. The resolution also calls for the immediate release of journalists, cultural figures, and dissidents currently held as political prisoners in Belarus. Furthermore, the resolution calls on the Biden Administration to support initiatives to assist survivors of torture and other human rights violations from Belarus, including by working with allies in the region to grant them protection and providing avenues for them and their families to access safety in the United States; examine all available accountability options for violators of human rights and fundamental freedoms; and demand that Belarus cooperate fully with international partners and organizations, including the United Nations High Commissioner for Human Rights. Finally, the resolution supports the aspirations of the Belarusian people in their struggle for freedom and human rights.

Israel Relations Normalization Act of 2021

Israel Relations Normalization Act of 2021 This bill requires the Department of State to take certain actions promoting the normalization of relations between Israel, Arab states, and other relevant countries and regions. Specifically, the State Department must develop a strategy on expanding and strengthening the Abraham Accords (the term used to refer collectively to agreements between Israel and the United Arab Emirates and between Israel and Bahrain marking the public normalization of relations between the two Arab countries and Israel). The strategy must include a description of how the U.S. government will encourage further normalization of relations with Israel. In addition, the State Department must report on options for U.S. international efforts to promote the strengthening of ties between Israel, Arab states, and other relevant countries and regions. The State Department must also report on the status of the normalization of relations with Israel, including information on (1) laws that punish individuals for people-to-people relations with Israelis (i.e., anti-normalization laws), and (2) evidence of steps taken by Arab governments toward permitting or encouraging normalized relations between their citizens or residents and Israeli citizens.

Veteran Families Health Services Act of 2021

Veteran Families Health Services Act of 2021 This bill addresses fertility treatments, counseling, and other health-related programs for veterans and members of the Armed Forces. Specifically, the bill requires the Department of Defense (DOD) and the Department of Veterans Affairs (VA) to provide fertility treatments and counseling to covered veterans and active duty service members or a spouse, partner, or gestational surrogate of such veteran or service member. A covered veteran or service member is a former or current member of the Armed Forces who has an infertility condition, unless it is demonstrable that the individual was completely infertile prior to serving in the Armed Forces. In the case of in vitro fertilization treatment, DOD and the VA may not furnish more than three completed cycles or six attempted cycles, whichever occurs first. DOD must establish procedures related to gamete retrieval and storage. Additionally, DOD must provide service members with the opportunity to cryopreserve and store their gametes prior to deployment to a combat zone or a hazardous duty assignment. DOD and the VA must share best practices and facilitate referrals for the furnishing of fertility treatment and counseling to eligible individuals. Fertility counseling and treatment are included within authorized VA medical services. The VA may pay the adoption expenses (for up to three adoptions) for a covered member who is enrolled in the VA health care system. The VA must facilitate specified reproduction and infertility research conducted collaboratively by DOD and the Department of Health and Human Services.

Cambodia Democracy Act of 2021

Cambodia Democracy Act of 2021 This bill directs the President to impose sanctions on individuals responsible for acts to undermine democracy in Cambodia, including acts that constituted serious human rights violations. The sanctions shall be directed at senior Cambodian government, military, or security forces officials responsible for such actions, as well as entities controlled or owned by such individuals. The sanctions shall include blocking assets and restricting the entry of sanctioned individuals into the United States, and shall not apply to the importation of goods. The President may waive the sanctions with respect to a person or entity if it is in the national interest of the United States. The President may suspend the sanctions if Cambodia makes meaningful progress toward ending government efforts to undermine democracy or committing human rights violations.

Libya Stabilization Act

Libya Stabilization Act This bill provides for sanctions and aid related to the conflict in Libya. The bill provides statutory authority for an April 19, 2016, executive order imposing property- and visa-blocking sanctions on persons contributing to the violence in Libya. The President must impose property- and visa-blocking sanctions on any foreign person that (1) knowingly supports or engages in a significant transaction with a foreign person knowingly operating in Libya on behalf of Russia in a military capacity, (2) engages in significant actions threatening peace or stability in Libya, (3) misappropriates Libyan state assets or natural resources, or (4) is knowingly responsible for or complicit in serious human rights abuses in Libya. These sanctions shall expire on December 31, 2026. Further, the President is authorized to expand educational and cultural exchange programs with Libya. The bill urges the U.S. Agency for International Development to provide humanitarian assistance to individuals and communities in Libya, including health assistance, food, shelter, and support for an effective COVID-19 (i.e., coronavirus disease 2019) response. The Department of State must work to strengthen Libya's democratic governance, including by providing assistance to (1) unify Libya's financial and governing institutions, and (2) ensure free and credible future elections in Libya. The Department of the Treasury must vote and argue for international financial institutions to support an economic recovery in Libya that complements the establishment of democratic institutions and rule of law.

Secure American Foreign Evacuation Act

Secure American Foreign Evacuation Act This bill requires U.S. citizens and permanent residents who visit or reside in highly dangerous foreign countries to register with the Department of State. The President must submit to Congress within 30 days a list of highly dangerous foreign countries. These are countries (1) whose government has repeatedly provided support for international terrorism, (2) where U.S. armed forces have engaged in hostilities, or (3) where there is a high probability that U.S. citizens or permanent residents visiting or residing in the country will need to be evacuated. The President must periodically update this list. Within five days of departing the United States or another foreign country to visit or reside in a highly dangerous foreign country, a U.S. citizen or permanent resident must register with the Department of State. Failure to comply with the registration requirement results in a financial penalty, which the State Department may waive in extraordinary circumstances. When evacuating U.S. citizens and permanent residents from highly dangerous foreign countries, the United States shall give priority to those who have complied with the registration requirements. The State Department must report on the implementation of the registration system and give recommendations for its improvement.
