EACH Act of 2025

Maddy summaryHR 4611 (EACH Act of 2025) requires all federally funded health programs - including Medicaid, Medicare, military health plans, and the Indian Health Service - to cover abortion services without restrictions, repealing the Hyde Amendment's long-standing ban on federal funding for most abortions. This directly affects millions of people enrolled in these programs, particularly low-income women, women of color (including 25% of Black women and 22% of Hispanic women on Medicaid), and young people. The bill mandates coverage in all federally administered health plans and prohibits state or private insurers from restricting abortion coverage in health insurance. It aims to eliminate current federal and state barriers that deny abortion access to people who rely on government health programs.

Trump Tariff Transparency Act

Maddy summaryHR 6888, the Trump Tariff Transparency Act, requires the Small Business Administration (SBA) to publish quarterly reports starting 90 days after enactment. These reports must detail the average aggregate cost of tariffs imposed after January 20, 2025, specifically for consumers and small businesses (as defined by the Small Business Act). The final annual report for each year must include the total yearly cost of these tariffs to those groups. The bill mandates this transparency to provide public data on tariff impacts, without altering tariff rates or policies.

Disaster Survivors Tax Relief and Recovery Act

Maddy summaryThis bill provides tax relief to individuals affected by qualifying disasters. It allows taxpayers to use their previous year's earned income to calculate tax credits like the Earned Income Tax Credit if their 2025 income was reduced by a disaster. The bill temporarily removes limits on charitable contributions for disaster relief, permits penalty-free withdrawals up to $100,000 from retirement plans, and adjusts rules for claiming personal casualty losses related to disasters. These provisions apply to individuals whose principal homes were in designated disaster areas during specific periods. The bill aims to help disaster survivors recover financially by easing tax burdens related to their losses.

ARMENIA Security Partnership Act

Maddy summaryHR 6840, the ARMENIA Security Partnership Act, requires the U.S. Secretary of Defense to annually certify whether Azerbaijan has met specific conditions related to Armenia, including withdrawing forces from Armenian territory, releasing prisoners, ending hostilities, and recognizing Armenian rights in Nagorno-Karabakh. If certification fails, the bill mandates an immediate review of U.S. security assistance to Armenia to assess gaps in Armenia’s defense capabilities and identify needed support. The review must evaluate historical U.S. security aid, threats to Armenia, and recommend steps to strengthen Armenia’s self-defense. It also blocks the use of a specific waiver (under the FREEDOM Support Act) that could bypass security aid restrictions if certification is not met. The bill directly affects U.S. security assistance decisions for Armenia based on Azerbaijan’s compliance with these conditions.

Military CARE Act

Maddy summaryThis bill establishes a digital system for TRICARE members to electronically file and track complaints about access to care at military medical facilities. It requires the Defense Department to create a system where beneficiaries can submit complaints online, view their status in real time, and have complaints automatically aggregated quarterly for review. The system mandates annual reports to Congress comparing complaint types (e.g., specialty vs. primary care, pediatric vs. non-pediatric, administrative hurdles) and detailing facility-level actions taken to address issues. Essential Caregivers Act of 2025

Essential Caregivers Act of 2025   This bill prohibits certain health care facilities from limiting the access of essential caregivers to residents of those facilities, including during designated emergency periods.   Specifically, the bill generally prohibits Medicare skilled nursing facilities, Medicaid nursing facilities, Medicaid intermediate care facilities, and associated inpatient rehabilitation facilities from restricting the access of essential caregivers to residents of the facilities, including during emergency periods in which visitation rights are otherwise restricted. During emergency periods, facilities may restrict access for an initial period of up to seven days and for one additional maximum seven-day period (if the additional period is approved by the state health department). Facilities may restrict access for a total of 7 days (or 14 days with the approval of the state health department) during an emergency period. Essential caregivers must agree to comply with any safety protocols set by the facility, which may be no more stringent for caregivers compared to those for staff. Caregivers who fail to comply with these requirements may be denied access, subject to an appeals process.

Protect America's Workforce Act

Maddy summaryThe Protect America's Workforce Act cancels an executive order issued on March 27, 2025, that excluded certain groups from federal labor-management relations programs, making it legally unenforceable. It also ensures that all collective bargaining agreements between federal agencies and labor unions, which were active as of March 26, 2025, remain fully effective until their agreed terms expire. This directly affects federal agencies, labor unions, and the employees covered by these agreements. The bill prevents federal funds from being used to implement the canceled executive order while preserving existing labor agreements.
