César E. Chávez and the Farmworker Movement National Historical Park Act

Maddy summaryThis bill redesignates the existing César E. Chávez National Monument in Keene, California, as the César E. Chávez and the Farmworker Movement National Historical Park, while expanding its boundaries to include key sites like Delano’s Forty Acres (where farmworkers organized), Phoenix’s Santa Rita Center, and San Jose’s McDonnell Hall. It preserves and interprets locations central to César Chávez’s work and the farmworker movement’s history, as identified in a 2013 National Park Service study. The bill also authorizes the study of the 1966 Delano-to-Sacramento march route as a potential national historic trail. The park will be managed by the National Park Service under standard park system laws, focusing on public education about this chapter of U.S. labor history.

Living Donor Protection Act of 2023

Maddy summaryThis bill protects living organ donors from insurance discrimination by prohibiting life, disability, and long-term care insurers from denying coverage, raising premiums, or altering policy terms solely because someone donated an organ while alive. It also updates the Family and Medical Leave Act to include recovery from organ donation surgery as a qualifying health condition, allowing donors to take protected leave for this purpose. Additionally, the bill requires the Health and Human Services Secretary to update public educational materials about living donation benefits, risks, and insurance protections within six months of enactment. These changes directly affect living organ donors, insurers, employers, and healthcare systems by ensuring fair access to insurance and workplace leave.

Stop Institutional Child Abuse Act

Maddy summaryHR 2955, the Stop Institutional Child Abuse Act, establishes a Federal Work Group to improve data collection and best practices for youth in residential programs (like therapeutic schools, treatment centers, and group homes). The Work Group, composed of federal agency representatives and diverse stakeholders, must develop national data standards, create risk assessment tools, and issue biennial reports with recommendations to enhance safety, reduce restraints, and expand community-based alternatives. It directly affects youth with mental health, substance use, or disability needs placed in these facilities, as well as agencies overseeing them. The bill also mandates a National Academies study to examine funding, oversight, and barriers to community care. These mechanisms aim to standardize data tracking and promote less restrictive, trauma-informed care for youth in residential programs.

Let Doctors Provide Reproductive Health Care Act

Maddy summaryHR 2907, the "Let Doctors Provide Reproductive Health Care Act," prohibits states from restricting or penalizing health care providers (including doctors, nurses, and pharmacists) who offer reproductive health care services - such as abortion, contraception, or in vitro fertilization - that are legal in the state where the care is provided. The bill allows providers, patients, or the federal government to sue states or officials enforcing such restrictions, with courts able to block those laws and award legal fees. It also allocates $40 million for legal defense grants to help providers facing lawsuits and $40 million for security grants to protect clinics and patients. The law directly affects reproductive health care providers, their staff, patients, and insurers, ensuring they cannot be denied services, insurance, or face disciplinary action for providing legally permitted care.

Good Samaritan Health Professionals Act of 2023

Maddy summaryThis bill creates a federal liability shield for licensed health professionals who volunteer during declared disasters. It protects them from lawsuits for harm caused during their volunteer work, provided they act in good faith within their licensed scope, without compensation (beyond minimal reimbursements), and during a disaster period defined by federal or state declarations. Exceptions apply for gross negligence, willful misconduct, or intoxication. The law preempts conflicting state laws but adds to existing protections under the Volunteer Protection Act of 1997.

Raise the Age Act of 2023

Raise the Age Act of 2023 This bill establishes new restrictions on the sale or transfer of certain semiautomatic firearms to individuals under 21 years of age. Specifically, this bill makes it unlawful for a licensed gun dealer, importer, manufacturer, or collector to sell or deliver a semiautomatic center-fire rifle or semiautomatic center-fire shotgun that has (or has the capacity to accept) an ammunition feeding device with a capacity of more than five rounds to an individual who the licensee knows or has reasonable cause to believe is under age 21. The prohibition does not apply if the individual under age 21 is a full-time law enforcement officer or active-duty member of the Armed Forces. The bill also requires the Federal Bureau of Investigation to report on the operation of its public access line, including a description of information sharing protocols and recommendations for improving such protocols.

Prison Libraries Act of 2023

Maddy summaryHR 2825, the Prison Libraries Act of 2023, establishes a federal grant program to fund library services in state and territorial correctional facilities. It directly affects incarcerated individuals by providing access to books, digital resources, educational programs, and staff support, with funds requiring states to submit detailed plans demonstrating need and measurable goals like improving literacy or job skills. Key provisions include funding for modern library infrastructure, hiring qualified librarians, and programming such as job training, digital literacy, restorative justice, and cultural activities - all while prohibiting use for food, general prison operations, or unrelated staff costs. Young Americans Financial Literacy Act

Maddy summaryThe Young Americans Financial Literacy Act would create federal grants to fund centers of excellence that develop and deliver research-based financial education programs for young people aged 8-24. These programs would teach essential money management skills like budgeting, saving, debt management, and financial decision-making, with a focus on accessibility through digital and traditional methods. The bill authorizes $27.5 million to $55 million annually (through 2025) for these centers, prioritizing programs serving at-risk youth, families, and communities facing financial challenges. Centers must use evidence-based approaches, address unique needs (e.g., student loans, predatory lending), and report annually to Congress on their outcomes.
