Shielding our Military from Extremists Act This bill requires the Department of Defense to implement the seven recommendations focused on preventing extremists from enlisting in the Armed Forces that are made in the report titled Screening Individuals Who Seek to Enlist in the Armed Forces . Among other recommendations, the report suggests (1) developing a consistent definition for domestic extremist ideologies, and (2) utilizing various law enforcement resources to evaluate and interpret questionable or concerning tattoos.

This bill authorizes the President to award the Medal of Honor to retired U.S. Air Force Colonel Philip J. Conran for acts of valor in Laos during the Vietnam War.

Department of State Student Internship Program Act This bill requires the Department of State to establish the Department of State Student Internship Program to offer paid internship opportunities at the State Department to raise awareness of the role of diplomacy in the conduct of U.S. foreign policy. Participants must be enrolled at an institution of higher education (IHE) and able to receive and hold an appropriate security clearance. The State Department must pay participating interns a specified amount, as well as provide housing and travel assistance. The State Department may also enter agreements with IHEs to ensure these internships satisfy criteria for the academic programs in which participants are enrolled. Additionally, the State Department must transition all of its unpaid internship programs to internship programs that offer compensation.

This bill makes certain full-time health care practitioners eligible for the Public Service Loan Forgiveness program. Specifically, the bill extends program eligibility to health care practitioners who work at a nonprofit or public hospital or facility but are prohibited under state law from being directly employed by the hospital or facility.

Iran Hostages Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal commemorating the bravery and endurance of the 53 hostages of the Iran Hostage Crisis. Following its award, the medal shall be given to the National Museum of American History of the Smithsonian Institution for display and research. The Department of the Treasury must strike duplicate medals in silver for presentation to a hostage (or the personal representative of a deceased hostage), and Treasury may also strike and sell duplicate medals in bronze.

Protecting Unique and Beautiful Landscapes by Investing in California Lands Act or the PUBLIC Lands Act This bill sets forth provisions concerning the restoration, economic development, and conservation of, and recreational access to, certain public lands in California. The bill establishes the South Fork Trinity-Mad River Restoration Area, the California Public Lands Remediation Partnership, the Trinity Lake and Del Norte County visitor centers, the Horse Mountain Special Management Area, the Elk Camp Ridge Recreation Trail, the Sanhedrin Special Conservation Management Area, and the Condor National Scenic Trail. The bill designates specified federal lands as components of the National Wilderness Preservation System, the North Fork Wilderness as the North Fork Eel River Wilderness, specified federal lands as potential wilderness areas, and specified segments of certain rivers and creeks and of a specified river estuary as components of the National Wild and Scenic Rivers System. Also, the bill authorizes the utilization of certain forest residues for research and development of biobased products that result in net carbon sequestration, authorizes initiatives to restore degraded redwood forest ecosystems in the Redwood National Forest and state parks, requires specified recreational studies and partnerships, and expands the boundaries of the Elkhorn Ridge Wilderness.

California Land Protection Act This bill delays hydraulic fracturing of oil or gas resources on certain federal lands in California. On December 12, 2019, the Bureau of Land Management (BLM) published a record of decision for the Final Supplemental Environmental Impact Statement (EIS) for the BLM Bakersfield Field Office. This bill nullifies the EIS until the BLM completes and circulates for public comment a new EIS. The new EIS must consider the environmental effects of all oil or gas development in the planning area. After the new EIS is published, the Environmental Protection Agency (EPA) must review and publish comments regarding the EIS. If the EPA identifies significant environmental impacts or determines that there is insufficient information to assess the environmental impacts of all oil or gas development in the planning area, then the BLM must consult with the EPA before proceeding with federal oil or gas leasing in the planning area.

California Clean Coast Act of 2021 This bill prohibits oil and gas exploration and leasing in areas of the outer Continental Shelf located off the coast of California.

California Central Coast Conservation Act This bill prohibits the Bureau of Land Management from administering an oil and gas leasing and development program on the Central Coast of California (e.g., Fresno, Monterey, and San Benito Counties) until it completes and publishes a supplemental environmental impact statement (EIS) assessing the environmental effects of such leasing and development, including the effects on air quality, seismicity, and greenhouse gas emissions. In addition, the bill establishes requirements for the Environmental Protection Agency's review of the EIS.

America Votes Act of 2021 This bill permits the use of sworn written statements to meet identification requirements for voting in federal elections. Specifically, an individual who is required to present identification as a condition of voting in a federal election may meet this requirement by presenting a sworn written statement attesting to the individual's identification and that he or she is registered to vote in the election. An individual who wants to vote by mail may submit such a statement with the ballot. States with an identification requirement must make copies of a preprinted version of the statement available for individuals to complete. Additionally, states must provide these individuals with a regular ballot instead of a provisional ballot. The bill does not apply to first-time voters registering by mail.
