Break Free From Plastic Pollution Act of 2021 This bill sets forth requirements and incentives to reduce the production of a variety of products and materials, including plastics, and increase efforts to collect, recycle, or compost products and materials. The bill makes certain producers of products (e.g., packaging, paper, single-use products, beverage containers, or food service products) fiscally responsible for collecting, managing, and recycling or composting the products after consumer use. In addition, the bill establishes (1) minimum percentages of products that must be reused, recycled, or composted; and (2) an increasing percentage of recycled content that must be contained in beverage containers. Beginning on January 1, 2023, the bill phases out a variety of single-use products, such as plastic utensils. The bill also sets forth provisions to encourage the reduction of single-use products, including by establishing programs to refund consumers for returning beverage containers and by establishing a tax on carryout bags. The bill creates a temporary moratorium on new or expanded permits for certain facilities that manufacture plastics until regulations are updated to address pollution from the facilities. The Environmental Protection Agency (EPA) must publish guidelines for a national standardized labeling system for recycling and composting receptacles. Producers must include labels on their products that are easy to read and indicate whether the products are recyclable, compostable, or reusable. The EPA must also ensure that certain clothes washers have filtration units as required by this bill. Finally, the bill establishes limitations on the export of plastic waste to other countries.

American Port Access Privileges Act of 2022 This bill requires port authorities that receive funding under the Port Infrastructure Development Program or Maritime Transportation System Emergency Relief Program to provide preferential berthing for loading and unloading certain vessels, including U.S. flagged vessels and those under contract to the federal government. The Bureau of Transportation Statistics may collect data on berthing and cargo practices at U.S. ports.
Court Improvement Equity Act This bill allows the Northern Mariana Islands to access state grant funds for child welfare court improvements in foster care and adoption proceedings under the Court Improvement Program (CIP). Under current law, the Northern Mariana Islands may not receive a CIP grant because the CIP program requires that a participating state or U.S. territory be eligible to operate a Title IV-E program (i.e., be eligible to receive federal payments for the provision of foster care and adoption assistance). This bill allows the Northern Mariana Islands, the only U.S. territory not currently eligible for the Title IV-E program, to participate in the CIP program.
This bill designates the facility of the United States Postal Service located at 502 East Cotati Avenue in Cotati, California, as the Arturo L. Ibleto Post Office Building.
Veterans Equal Access Act This bill directs the Department of Veterans Affairs (VA) to authorize VA health care providers to (1) provide veterans with recommendations and opinions regarding participation in their state's marijuana programs, and (2) complete forms reflecting such recommendations and opinions.
Save America’s Forgotten Equines Act of 2021 or the SAFE Act of 2021 This bill prohibits the transporting, receiving, possessing, purchasing, selling, or donation by a person of an equine (e.g., horse) that the person has reason to believe will be slaughtered for human consumption.
This bill designates the facility of the United States Postal Service located at 1 League in Irvine, California, as the Tuskegee Airman Lieutenant Colonel Robert J. Friend Memorial Post Office Building.
Affordable and Accessible Infant Formula Act This bill provides through November 14, 2022, duty-free treatment to infant formula. During this time period, articles of infant formula shall not be subject to (1) any additional safeguard duties that may be imposed under subchapter IV of chapter 99 of the Harmonized Tariff Schedule; or (2) any other import quotas, tariff-rate quotas, additional duties, or any other duties, fees, exactions, or charges that otherwise would apply to such articles. Importers shall provide the applicable and anticipated tariff classifications for articles of infant formula on applicable customs entry documents.
Veterans, Women, Families with Children, Race, and Persons with Disabilities Housing Fairness Act of 2021 or the Housing Fairness Act of 2021 This bill expands efforts to detect and address housing discrimination. Specifically, the Department of Housing and Urban Development (HUD) must conduct a nationwide testing program to (1) detect and document differences in the treatment of prospective renters, homebuyers, or mortgage borrowers; (2) measure patterns of adverse treatment because of the race, color, religion, sex, familial status, disability status, or national origin of a renter, homebuyer, or borrower; and (3) measure the prevalence of such discriminatory practices across housing and mortgage lending markets. The bill also reauthorizes through FY2025 the Fair Housing Initiatives Program, which supports organizations that provide direct assistance to individuals who have been victims of housing discrimination. Additionally, HUD shall implement a grant program to assist public and private nonprofit organizations in (1) conducting comprehensive studies of the causes and effects of housing discrimination and segregation on education, poverty, and economic development or on veterans and military personnel; and (2) implementing pilot projects that test solutions to help prevent or alleviate housing discrimination and segregation.
This resolution celebrates the 50th anniversary of the Federal Pell Grant program and expresses support for the designation of National Federal Pell Grant Day.
