Commemorating the 78th birthday of Jimmy Lai on December 8, 2025, as "Jimmy Lai Day", for his role in advocating for free press, religious freedom, and democracy in Hong Kong, and calling on the People's Republic of China and Hong Kong authorities to release Jimmy Lai and all other Hong Kong prodemocracy advocates from prison.

Maddy summaryHRES 930 is a symbolic resolution designating December 8, 2025, as "Jimmy Lai Day" to honor Jimmy Lai's advocacy for free press, religious freedom, and democracy in Hong Kong. It calls on the People's Republic of China and Hong Kong authorities to release Jimmy Lai and other Hong Kong prodemocracy advocates detained under Hong Kong's National Security Law. The resolution does not create new laws or policies but expresses congressional support for Lai's work and condemns the imprisonment of those advocating for Hong Kong's freedoms. It directly affects U.S. diplomatic messaging toward China, not Hong Kong's legal system or residents.

To modify the procedures for investigating claims of evasion of antidumping and countervailing duty orders.

Maddy summaryHR 6446 modifies how U.S. customs officials investigate suspected evasion of antidumping and countervailing duty orders on imported goods. It allows the Commissioner to start an investigation independently if they have evidence of evasion, not just when a complaint is filed. Additionally, importers found to have evaded duties must pay all owed customs fees before they can challenge the decision in court. These changes streamline enforcement and clarify the process for addressing duty evasion.

ROBINHOOD Act

Maddy summaryThis bill imposes a 20% tax on certain loans secured by assets like stocks or business property for individuals earning over $400,000 annually (or $450,000 for joint returns). The tax applies to the borrowed amount each year and is paid directly by borrowers. It specifically excludes home mortgages, home equity loans, margin loans, and farmland-secured loans. The tax targets high-value lending outside standard residential financing, with new rules taking effect after the bill's enactment.

Freedom to Heal Act of 2025

Maddy summaryThe Freedom to Heal Act of 2025 creates a new federal registration process for physicians to directly administer Schedule I investigational drugs under the "Right to Try" framework. It requires physicians to apply to the Attorney General with evidence of state compliance, manufacturer agreements, and training, and limits the amount of drugs they may possess based on approved applications. The bill mandates the Attorney General to issue interim rules within 240 days and final rules within two years covering drug delivery, storage, recordkeeping, and registration management. This affects physicians treating eligible patients with Schedule I drugs under federal Right to Try provisions, not the patients themselves.

Dignity for Detained Immigrants Act

Maddy summaryThe Dignity for Detained Immigrants Act establishes minimum standards for detention facilities operated by the Department of Homeland Security, requiring them to follow the American Bar Association's Civil Immigration Detention Standards. It mandates annual unannounced inspections by the DHS Inspector General, with penalties including fines for noncompliant private facilities and transfers of detainees from noncompliant facilities. The bill requires DHS to publicly report on facility compliance, phase out private detention facilities over three years, and prohibit solitary confinement. It also ensures detainees have access to legal orientation, counsel, and more frequent custody review hearings. The bill directly affects all individuals detained in DHS custody, including immigrants, asylum seekers, and refugees held in facilities operated by or contracted to DHS.

Independence Investment Fund Act

Maddy summaryThe Independence Investment Fund Act (HR 6412) establishes a Treasury Department fund to invest in U.S. companies developing critical and emerging technologies, prioritizing biotechnology. The fund makes seed-to-mid-stage equity investments (typically $1 million to $10 million per company) to strengthen national security and economic security while aiming for financial self-sustainability through returns. It requires an advisory board to set investment strategy and a supervisory board to approve investments, with annual reporting to Congress on progress toward goals. The bill authorizes $975.5 million for fiscal year 2025 (including $300 million for biotech), directing investments away from foreign entities of concern and toward companies vulnerable to adversarial foreign capital.

Country of Origin Labeling Enforcement Act of 2025

Maddy summaryThis bill amends federal labeling rules for beef products sold in the U.S. It requires clear country-of-origin labeling for beef (including ground beef), expanding existing rules that previously covered lamb and venison. The key change increases penalties for non-compliance: $5,000 per pound of beef sold without required labeling, compared to $1,000 per violation for other meats. These rules directly affect meat producers, processors, and retailers selling beef products. The bill also ensures U.S. labeling authority cannot be overridden by international trade rulings.

Mikaela Naylon Give Kids a Chance Act

Give Kids a Chance Act of 2025 This bill expands the Food and Drug Administration’s (FDA’s) authority with respect to research on rare pediatric diseases, including by permitting the FDA to take enforcement action against drug sponsors that fail to satisfy pediatric study requirements and by reauthorizing programs that support pediatric research.  Specifically, the bill modifies requirements relating to molecularly targeted pediatric cancer investigations to permit research on new drugs in combination with active ingredients that have already been approved, provided certain conditions are met; permits the FDA to take enforcement action against drug sponsors that fail to comply with pediatric study requirements, if such sponsors demonstrated a lack of due diligence in satisfying the requirement; renews the FDA’s authority to award priority review vouchers to sponsors of new products intended to treat rare pediatric diseases through September 30, 2029; and reauthorizes through FY2027 certain funding for the National Institutes of Health to support priority pediatric research.  The bill also provides statutory authority for the FDA’s interpretation of the orphan drug exclusivity period. The bill specifies, consistent with FDA regulations, that the seven-year market exclusivity period for drugs for rare diseases or conditions (i.e., orphan drugs) prohibits the approval of the same drug for the same approved use or indication with respect to the disease or condition. (In Catalyst Pharmaceuticals, Inc. v. Becerra , a court rejected the FDA’s interpretation and held that orphan drug exclusivity extends to all uses or indications for the disease or condition.)

End Child Poverty Act

Maddy summaryThe End Child Poverty Act (HR 6235) establishes a universal child assistance program providing monthly payments to children under 19 who are U.S. citizens, nationals, or qualified aliens residing in the U.S. Payments equal 1/12 of the annual poverty guideline difference between a two-person household and a single individual, adjusted annually using federal poverty guidelines. The Social Security Administration’s new Office of Universal Child Assistance will automatically identify eligible children via IRS data sharing (with an opt-out option) and issue payments starting in 2026, including reconciliation payments when updated poverty guidelines are published. The bill also terminates the Child Tax Credit and Earned Income Tax Credit after 2025, replacing them with new refundable tax credits for adult dependents and families.
