SHIP Act

Maddy summaryThe SHIP Act imposes sanctions on foreign entities that knowingly handle Iranian petroleum, targeting those involved in port operations, transportation, refining, or ship-to-ship transfers of Iranian oil. Starting 90 days after enactment, the President must block assets, deny visas, and impose penalties on individuals or companies engaging in these activities, including family members or owners of sanctioned entities. It requires annual reports tracking Iran's oil exports, revenues, and key players like shipping companies and ports. The sanctions terminate if the President certifies Iran has stopped supporting terrorism and dismantled weapons programs.

Expanding Access for Online Veteran Students Act

Maddy summaryHR 5702, the Expanding Access for Online Veteran Students Act, allows veterans using the Post-9/11 GI Bill to receive a housing stipend while taking summer online courses that last less than 12 weeks. It directly affects veterans enrolled in qualifying short-term, entirely distance-learning summer programs. The bill creates a new stipend calculation based on the national average housing allowance for military members with dependents, adjusted by the veteran's course load relative to full-time requirements (capped at 100%). This provides partial housing support for veterans pursuing online summer education, effective August 1, 2024.

Transportation Assistance for Individuals with Disabilities Act This bill directs the Department of Transportation (DOT) to establish a grant program for protection and advocacy (P&A) systems to advocate for individuals with disabilities to access transportation. (Each state has a designated P&A system that protects and advocates for the rights of individuals with disabilities.)  The bill directs DOT to select 10 P&A systems to receive five-year grants. Grant recipients must submit an annual report documenting the work they have done to address the barriers to accessing transportation for individuals with disabilities. Further, DOT must award one grant annually to a national organization with extensive knowledge of P&A systems to provide training and technical assistance to the systems.

Standing with Israel as it defends itself against the barbaric war launched by Hamas and other terrorists.

Maddy summaryHRES 768 is a symbolic House Resolution expressing congressional support for Israel following Hamas' October 7, 2023 attacks. It condemns Hamas' actions, reaffirms Israel's right to self-defense, and calls for the immediate release of hostages. The resolution references the U.S. commitment to Israel's security through existing military aid programs, including the 2016 U.S.-Israel Memorandum of Understanding, and emphasizes enforcement of laws like the Taylor Force Act to prevent U.S. aid from reaching terrorist groups. Air America Act of 2023

Maddy summaryThis bill authorizes a one-time $40,000 payment to former Air America employees who served at least five years during 1950-1976, or to their survivors (widows/widowers, dependents, or children). Additional $8,000 payments are provided for each full year of service beyond five years. The total funding is capped at $60 million, with claims due within two years of regulations being finalized. Safe Schools Improvement Act

Maddy summaryThe Safe Schools Improvement Act (HR 6031) requires public elementary and secondary schools to implement comprehensive anti-bullying policies that specifically prohibit harassment based on protected characteristics like race, gender identity, disability, religion, and sexual orientation. It mandates schools to collect and publicly report annual data on bullying incidents while establishing clear grievance procedures for students and parents. The bill also requires states to submit biennial reports on school compliance and supports evidence-based interventions, such as restorative practices, to reduce exclusionary discipline. This legislation directly affects all public K-12 schools and students in the U.S., aiming to create safer learning environments through standardized policy requirements and data transparency.

Permanently Authorizing PILT Act

Maddy summaryHR 5929, the Permanently Authorizing PILT Act, makes the Payment in Lieu of Taxes (PILT) program permanent by changing federal law to require annual payments to local governments for every fiscal year, rather than limiting it to fiscal year 2019. This program compensates counties and local areas with significant federal land (like national forests or parks) for lost tax revenue they cannot collect from federal property. The bill directly affects local governments in 39 states that receive PILT payments, ensuring consistent funding without annual legislative renewals. It does not alter payment amounts or eligibility but removes the need for repeated annual authorizations.

Indigenous Peoples’ Day Act

Maddy summaryThis bill replaces "Columbus Day" with "Indigenous Peoples’ Day" as the official federal holiday observed on the second Monday in October. It directly affects federal government operations and all federal documents, rules, or laws that previously referenced "Columbus Day" by automatically updating those references to "Indigenous Peoples’ Day" upon enactment. The key mechanism is a simple amendment to federal law (5 U.S.C. § 6103(a)) to change the holiday name and a provision ensuring all existing federal references to Columbus Day are legally treated as referring to Indigenous Peoples’ Day instead. This is a procedural change to federal holidays and references, not a new policy or program.

To amend title 23, United States Code, to authorize a hydrogen powered vehicle to exceed certain weight limits on the Interstate Highway System, and for other purposes.

Maddy summaryThis bill amends federal highway regulations to allow hydrogen fuel cell vehicles to exceed standard weight limits on interstate highways. It directly affects manufacturers and operators of hydrogen-powered vehicles by removing a current barrier related to their heavier fuel systems. The key change adds hydrogen fuel cell vehicles to the list of vehicle types (previously limited to gas and electric battery vehicles) eligible for the weight exemption, specifying vehicles "fueled primarily by hydrogen fuel cells" or using a combination of such power sources. This adjustment facilitates the use of hydrogen vehicles on interstate routes without requiring separate weight exemptions.
