Requires a local health officer to have information establishing probable cause of a public health law or rule violation at a location before a court may issue certain orders concerning the property. (Current law requires reliable information.) Requires a health officer's order of abatement to include the name of the person making the complaint and requires the health officer to report to the county prosecutor certain information concerning a person who provided false information. Requires a health officer to provide information concerning a person who made a false report concerning a communicable disease to the person against whom a false report was made. States that a dwelling is unfit for human habitation when the dwelling places a person's health or life in danger. (Current law states that the dwelling is unfit if it is dangerous or detrimental to life or health.) Requires a health officer to provide notice concerning an unfit dwelling and provide a reasonable amount of time to comply with the notice, and removes language providing that each day the dwelling remains unfit is a separate offense. Specifies that a landlord is not responsible for a health code violation by a tenant.

Requires an electric vehicle or hybrid vehicle that is a motorcycle or motor driven cycle to pay a $25 supplemental fee to register. Adjusts the fee for 2022 and for every fifth year thereafter.

Specifies the reimbursement rate for inpatient and outpatient Medicaid services that are provided by an out of state children's hospital located in a state bordering Indiana.
Provides that if a taxpayer rents the taxpayer's residential real property to a third party or third parties for more than 29 nights per year: (1) the taxpayer's personal property such as furnishings and equipment used in the taxpayer's residential real property is business personal property; (2) the taxpayer's residential real property does not qualify as a homestead; (3) the taxpayer is not entitled to the standard or supplemental homestead deductions; and (4) the taxpayer's residential real property is subject to the nonresidential real property circuit breaker tax credit rather than the homestead circuit breaker tax credit.
Requires each governing body and its administrators to arrange each teacher's daily working schedule to provide 30 consecutive minutes as teacher preparation time that is free of any other assigned responsibilities.
Provides that school employers may bargain collectively with the exclusive representative (union) on teacher working and student learning conditions, including hours, class size, preparation periods, student discipline, and curricular matters. Provides that, if a school employer bargains teacher working and student learning conditions, the school employer shall adopt a resolution regarding the items bargained and, after ratification of a collective bargaining contract, submit the resolution to the Indiana education employment relations board.
Provides that a public instrumentality or a public corporate body authorized by state law may enter into an interlocal agreement. Allows two or more eligible units to establish a land bank jointly by entering into an interlocal agreement.
Provides that a full-time, paid, nonprobationary firefighter has certain minimum protections in addition to any protections provided by contract or other law with regard to the following: (1) The conduct of an interview of the firefighter by the fire department (department) regarding a complaint or internal investigation. (2) The giving of notice by the department to the firefighter of a personnel reassignment, personnel action, or disciplinary action. (3) The disclosure of the firefighter's personal financial information for purposes of a personnel assignment or action. (4) The firefighter's engagement in or refusal to engage in political activity. (Currently these statutes apply only to police officers and police departments.) Repeals a provision that makes the provisions applicable only to police officers.
