Establishes a two year pilot program whereby the John Glenn School Corporation may initiate a process to disannex certain territory from an existing school corporation and annex the territory.

Increases the penalty for obstruction of traffic under certain circumstances.
Provides that a local health department, the health and hospital corporation, a county, a municipality, or a township may not adopt or enforce a law, rule, ordinance, or resolution that prohibits or regulates, including by requiring a license, permit, or fee, the sale of lemonade or other nonalcoholic beverages from a stand on private property or in a public park by an individual who is less than 18 years of age. Provides that the individual who operates the stand must comply with certain requirements. Provides that a stand is not considered a food establishment and does not require a certified food protection manager. Provides that the governing documents of a homeowners association may not prohibit or regulate, including by requiring a permit or fee, the sale of lemonade or other nonalcoholic beverages from a stand on property located in the subdivision by an individual who is less than 18 years of age. Provides that a homeowners association: (1) does not owe a duty of care to persons participating in a beverage sale; and (2) is not liable for any injury to persons participating in a beverage sale; except for willful or wanton acts or gross negligence of the homeowners association.
Increases the penalty for operating a motor vehicle containing passengers during the initial 180 day probationary period after issuance of a driver's license and permits license suspension for a violation. Allows a court to suspend the license of a person convicted of operating a motor vehicle after failing to take a prescribed medication.
Provides, for a two year period and contingent upon the availability of specified funds, that: (1) the jurisdictional amount in small claims court is $20,000 in residential landlord tenant cases (under current law, the amount is $8,000); and (2) the landlord and the tenant may agree to participate in the landlord tenant settlement conference program.
Provides that the defined cost sharing for a prescription drug under a policy of accident and sickness insurance or a health maintenance organization contract must be calculated at the point of sale and based on a price that is reduced by an amount equal to at least 85% of all rebates received by the insurer or health maintenance organization in connection with the dispensing or administration of the prescription drug.
Establishes a presumption that individuals providing labor for certain government supported projects are employees. Specifies that the general contractor for these projects is jointly liable with any subcontractor or professional employer organization for penalties and unpaid taxes or deposits with a governmental entity resulting from failure to comply with any law, regulation, ordinance, or contract provision requiring licensing, bonding, insurance or self-insurance, or misclassification of an employee as an independent contractor. Provides a procedure for an interested person to initiate an investigation of a violation.
Prohibits a county, city, town, or townships (unit) from reducing its annual public safety budget for the ensuing fiscal year by an amount that is more than the percentage by which the anticipated revenue for the ensuing budget year is less than the anticipated revenue in the current budget year. Provides that a unit may not transfer more than 5% of the funds appropriated to the public safety budget to a non-public safety purpose, unless the executive declares that an emergency exists and the transfer is necessary to protect the public health, welfare, or safety. Exempts public safety budget reductions that are the result of a reorganization of a unit under the government modernization act.
Increases the pro bono legal services fee from $1 to $3.
Provides for the issuance of driving cards and driving card learner's permits (cards) to residents of Indiana who cannot provide proof of identity and lawful status in the United States. Provides that the cards may not be used for federal identification or any other federal purpose. Requires that an individual who holds a card and operates a motor vehicle must verify that financial responsibility on any motor vehicle that the holder operates is continuously maintained in the amounts required by law. Provides that the bureau of motor vehicles may not disclose certain information unless presented with a lawful court order or judicial warrant. Makes conforming amendments. Makes technical corrections.
