Identification of medical alert.

Provides that an application for a driver's license, permit, or identification card must enable an applicant to indicate certain medical alerts.

Risk management and catastrophic liability funds.

Permits the commissioner of the department of insurance to cease operation of the political subdivision risk management fund and the political subdivision catastrophic liability fund upon a determination by the commissioner that: (1) all members have withdrawn from the fund; and (2) all payment of liabilities of former members of the fund have been determined and finalized. Removes a requirement that notice of a claim against a political subdivision be provided to the political subdivision risk management commission.

Marijuana offenses.

Adds to the defense of operating a vehicle and committing a traffic offense with a controlled substance that the substance was identified as marijuana through a chemical test offered by a law enforcement officer. Provides that possession or consumption of marijuana by a minor is a delinquent act. Provides that a person who knowingly or intentionally possesses more than two ounces of marijuana commits the offense of possession of marijuana. (Current law provides that the offense of possession of marijuana can be for any amount of marijuana.) Repeals the offense of possession of marijuana, hash oil, hashish, or salvia as a Level 6 felony. Establishes a penalty for a minor who possesses or consumes marijuana. Provides for the suspension of the minor's driving privileges if the minor possessed or consumed the marijuana while operating a motor vehicle. Makes conforming amendments.

Cannabis regulation.

Establishes the cannabis compliance advisory committee to review and evaluate certain rules, laws, and programs. Establishes the cannabis compliance commission to regulate all forms of legal cannabis in Indiana, including hemp and low THC hemp extract. Makes conforming amendments.

Juvenile records expungement and basis for escape.

Requires the juvenile court to hold a hearing within 60 days if it does not order automatic expungement of records, to consider certain factors when conducting an expungement hearing, and to order expungement of records if the juvenile delinquency allegations were not adjudicated or were vacated. Requires information or documents released to be redacted to protect the child's identity. Removes a violation of a home detention order as a basis for the commission of committing an escape.
