Influence campaign reports.

Requires a person who provides another person with at least $500 in compensation to induce, support, aid, or otherwise encourage the other person to engage in an influence campaign to file a written report with the Indiana lobby registration commission. Specifies items that the report must include. Requires subsequent reporting.

Coverage of orthotic and prosthetic devices.

Sets forth requirements for coverage of orthotic devices and prosthetic devices by a state employee health plan, a policy of accident and sickness insurance, and a health maintenance organization contract. Requires, not later than October 1, 2027, the state personnel department, an insurer that issues a policy of accident and sickness insurance, and a health maintenance organization to submit a report to the insurance commissioner regarding the total number of claims and the total amount of claims paid for orthotic devices and prosthetic devices during the preceding plan year. Requires the insurance commissioner to: (1) aggregate the data received in the reports regarding coverage of orthotic devices and prosthetic devices; and (2) report the aggregated data, not later than December 1, 2027, to the standing committees of the house of representatives and the senate that consider insurance matters. Makes corresponding changes.

Deed fraud.

Establishes the deed fraud task force. Provides that a county recorder may: (1) refuse to record a suspicious instrument, unless a court of competent jurisdiction finds that the county recorder's finding that the instrument is a suspicious instrument is erroneous; (2) report a suspicious instrument to the appropriate law enforcement agency; or (3) notify a notarial officer or notary public who has purported to acknowledge or prove a suspicious instrument of the reason for the county recorder's finding that the instrument is a suspicious instrument. Requires each county recorder to establish a property alert notification system. Requires each county recorder to establish an instrument alert notification system. Provides that a notarial officer may refuse to perform a notarial act if the notarial officer is not satisfied that the individual executing the record has provided sufficient information to conduct identity proofing. Requires a notary public to present proof of the notary public's commission to a person that sells or otherwise provides a stamping device to the notary public. Requires an applicant seeking a commission as a notary public to complete a background check administered by the secretary of state. Requires the secretary of state to establish certain security procedures and access controls with respect to the electronic data base of active notaries public. Provides that a person that alleges damages arising from the recording of a forged deed or mortgage has a cause of action against certain persons.

Advanced practice registered nurses.

Removes the requirement that an advanced practice registered nurse (APRN) have a practice agreement with a collaborating physician. Removes a provision requiring an APRN to operate under a collaborative practice agreement or the privileges granted by a hospital governing board. Removes certain provisions concerning the audit of practice agreements. Allows an APRN with prescriptive authority to prescribe a schedule II controlled substance for weight reduction or to control obesity. Makes conforming changes.

Sale of school buildings.

Provides that a governing body of a school corporation located in a county with a population of less than 150,000 has one year from the date the governing body determines at a public meeting to cease using a covered school building for classroom instruction on student instructional days to sell the covered school building to a county or municipal government at a mutually agreed upon price before the covered school building must be made available for lease or purchase to a charter school or state educational institution. Makes conforming changes.

Human services matters.

Provides that provisions of law concerning the statewide waiver ombudsman apply to an individual who has a disability and receives services administered by the bureau of disabilities services. (Current law specifies that these provisions apply to an individual who has a developmental disability and receives services under the federal home and community based services program.) Specifies that these provisions do not apply to an individual served by the long term care ombudsman program. Changes references from "statewide waiver ombudsman" to "statewide bureau of disabilities services ombudsman". Requires the office of the secretary of family and social services (office of the secretary) to prepare an annual report on the provision of Medicaid home and community based waiver services. Specifies the information that must be included in the report. Requires the division of disability and rehabilitative services advisory council to provide recommendations to the division of disability and rehabilitative services to ensure the delivery of appropriate high quality services to recipients. Requires the office of the secretary to provide to the division of disability and rehabilitative services advisory council reports on the office of the secretary's plans to provide services to individuals who require extraordinary care and specifies the timing of the reports.

Courts.

Provides that the judges of the Marion County juvenile courts may not appoint more than 11 magistrates. Eliminates a court in Blackford County and Monroe County. Eliminates a magistrate in Jennings County. Allows the judges of the Elkhart circuit and superior courts to appoint four full-time magistrates. (Current law allows for the appointment of two magistrates.) Adds two superior courts to Hamilton County. Provides that the first judges of Hamilton superior courts No. 8 and No. 9 shall: (1) be elected at the November 2026 general election; (2) take office January 1, 2027; and (3) serve a term of six years. Allows the judges of the Hamilton circuit and superior courts to jointly appoint two additional magistrates to serve the Hamilton County courts. Allows the judge of the Lawrence County juvenile court to appoint not more than one full-time magistrate. Allows the judges of the Vigo circuit and superior courts to jointly appoint one magistrate to serve the Vigo County courts.

State fiscal and contracting matters.

Allows a state agency to use artificial intelligence software to prepare information and projections for the state budget. Requires a state agency to provide a quarterly report to the budget committee that details the requests submitted by the state agency for new federal funds or to participate in a new federal program. Provides that, in addition to the quarterly reports, a state agency may not immediately accept an award of new federal funds in certain circumstances or participate in a new federal program before a report has been reviewed by the budget committee. Specifies the contents of the report that must be submitted for budget committee review. Requires a state agency to provide the state comptroller with a contract for inclusion in the Indiana transparency website not later than 30 days after the contract is fully executed. Requires that permanent full-time positions which have been vacant for 90 days or more be reviewed and either reauthorized or eliminated by the budget director. Requires the budget director to provide a quarterly report to the governor's office regarding those positions that were reauthorized or eliminated by the budget director in the preceding three months. Requires a state agency to provide quarterly reports to the budget committee regarding the state agency's active contracts. Provides for the reversion of funds appropriated to a state agency for expenses related to a contract that are unused after the end of the contract term. Requires the department of administration (department) to develop certain contract language to be included in state contracts of $500,000 or more. Requires a state agency to provide a report to the budget committee concerning amendments to a contract that: (1) increase the maximum contract amount by not less than $500,000; or (2) for a contract with an initial maximum contract amount of not less than $500,000, extend the term of the contract by not less than six months. Prohibits a state agency from entering into a nonpublic contract. Requires all contract opportunities of state agencies to be posted in the form of a request for proposals or a request for quotations on the department's website at least 30 days prior to the contract being awarded. Requires the office of the secretary of family and social services and the office of Medicaid policy and planning to do the following: (1) Review monthly reports on the Medicaid program service utilization to identify trends and risks within the state Medicaid program. (2) Post publicly on the office of the secretary of family and social services's website monthly financial reports or expenditures and revenues for each state Medicaid program and commentary providing context for each monthly financial report. (3) Submit a quarterly report to the budget committee.

Teacher compensation.

Requires the department of education (department) to submit a report to the general assembly before November 1, 2025, that provides an analysis of the feasibility and cost of increasing school corporation employee health plan options. Creates the Indiana teacher recruitment program. Beginning June 30, 2025: (1) increases the minimum salary for a teacher employed by a school corporation to $45,000 (current law requires $40,000); and (2) requires a school corporation to expend an amount for teacher compensation that is not less than 65% of state tuition support (current law requires 62%). Amends the requirements for a school corporation and the department if the school corporation determines that the school corporation cannot meet minimum teacher salary requirements. Removes a provision that provides that the matrix rating system may not rank or compare teacher preparation programs.
