A SENATE RESOLUTION honoring Senator James W. Merritt, Jr. upon his retirement from the Indiana State Senate.
Authorizes the Indiana destination development corporation (corporation) to employ a music commissioner. Authorizes the corporation to establish a music production incentive program. Requires the corporation, in coordination with the office of management and budget, to provide a report to the interim study committee on fiscal policy concerning: (1) music production incentives offered in other states; and (2) a recommendation on the type of incentive that should be offered in Indiana.
A SENATE RESOLUTION honoring the dedication and courage of the Buffalo Soldiers.
Requires an agency hiring a law enforcement officer to request the officer's employment record and certain other information from previous employing agencies, requires the previous employing agency to provide certain employment information upon request, and provides immunity for disclosure of the employment records. Provides that a law enforcement agency must require a law enforcement officer who has been formally disciplined three times to undergo a psychological evaluation unless certain exceptions apply. Treats a hospital police department in the same manner as a private university police department for purposes of the public records act.
Provides for the issuance of driving cards and driving card learner's permits (cards) to residents of Indiana who cannot provide proof of identity and lawful status in the United States. Provides that the cards may not be used for federal identification or any other federal purpose. Requires that an individual who holds a card and operates a motor vehicle must verify that financial responsibility on any motor vehicle that the holder operates is continuously maintained in the amounts required by law. Provides that the bureau of motor vehicles may not disclose certain information unless presented with a lawful court order or judicial warrant. Makes conforming amendments. Makes technical corrections.
Requires a law enforcement officer serving a search or arrest warrant at a person's home to knock and announce before forcibly executing the warrant. Makes conforming amendments.
Changes the current incremental finance charge limits that apply to a small loan to a maximum annual rate. Prohibits making, or taking other actions with respect to, a small loan with a greater rate or amount of interest, or other fees and charges, than allowed under the statute governing small loans. Prohibits a credit services organization from providing certain functions with respect to a small loan and makes a violation a deceptive act.
Provides that the Gary Community School Corporation's school improvement fund may be used for school building construction, including the preservation of historical buildings. Provides that the governing body of a school corporation may enter into a public-private agreement for the construction of new school buildings after review of the agreement by the budget committee. Prohibits an authorizer from granting to an organizer a charter to operate a charter school that is or will be located within the boundaries of the city of Gary.
Prohibits law enforcement officers from using a kinetic energy projectile or a chemical agent to disperse a lawful: (1) assembly; (2) demonstration; (3) protest; or (4) other gathering of people. Specifies certain requirements concerning the use of kinetic energy projectiles and chemical agents when dispersing unlawful: (1) assemblies; (2) demonstrations; (3) protests; or (4) other gatherings of people. Prohibits the deliberate targeting of a person's head or neck when using or deploying a kinetic energy projectile or a chemical agent. Prohibits the use of a kinetic energy projectile or chemical agent for curfew enforcement purposes. Defines certain terms.
