Repayment of medical school loans.

Requires the Indiana department of health (department) to establish and administer a medical school loan forgiveness pilot program (program) for the purpose of attracting physicians to practice medicine in Indiana. Establishes the medical school loan forgiveness fund (fund). Sets forth criteria for the program. Requires the department to, not later than November 1, 2024, and each November 1 thereafter, prepare and submit a report to the general assembly regarding the program. Makes an appropriation to the fund.

Reading specialist grants.

Creates the reading specialist certification grant fund (fund). Allows eligible teachers to apply for a grant from the fund for the purpose of obtaining a science of reading based reading specialist certification. Provides that an eligible teacher who receives a grant and obtains a reading specialist certification is entitled to certain salary incentives. Provides that the department of education (department) shall administer the fund. Provides that the department shall adopt rules to implement the fund. Beginning in 2024, requires the department to prepare an annual report and recommendations concerning the fund for the legislative council.

Juvenile delinquency.

Provides that juvenile law concerning delinquency does not apply to a child who: (1) is less than 10 years of age; or (2) is 10 or 11 years of age, unless the child is alleged to have committed a delinquent act that would be murder if committed by an adult. Provides that a child less than 12 years of age may be prosecuted for commission of certain delinquent acts only under specified circumstances. Requires the court in a delinquency proceeding regarding a child who: (1) is 10 or 11 years of age; and (2) is alleged to have committed an act that would be murder if committed by an adult; to order a competency evaluation of the child.

Loan repayment for health professionals.

Provides that occupational therapists, occupational therapy assistants, physical therapists, and speech language pathologists are eligible for certain loan repayments made available to health care professionals.

Occupational therapists.

Provides that for any rules adopted concerning community care for individuals with mental illness, a licensed occupational therapist is considered to be a qualified behavioral health professional.

Traffic amnesty.

Provides that license reinstatement fees are: (1) $150 for the first suspension; (2) $225 for the second suspension; and (3) $300 for the third and any subsequent suspensions. (Current law provides that license reinstatement fees are: (1) $250 for the first suspension; (2) $500 for the second suspension; and (3) $1,000 for the third and any subsequent suspension.) Reestablishes for one year the traffic amnesty program to permit certain persons owing unpaid traffic fines, or who may be required to pay a fee for reinstatement of driving privileges, to obtain a reduction in the amount owed or amount payable. Extends the traffic amnesty program to certain judgments and fees that accrued before January 1, 2022. (The current program is limited to judgments and fees that accrued before January 1, 2020.) Establishes a payment plan to allow a person to pay the remaining 50% of unpaid fees in installments. Specifies that, if amnesty is granted and the court establishes a payment plan, the person is required to pay a $50 traffic amnesty installment fee.

Advanced practice registered nurses.

Removes the requirements that an advanced practice registered nurse (APRN) have a practice agreement with a collaborating physician. Removes a provision requiring an APRN to operate under a collaborative practice agreement or the privileges granted by a hospital governing board. Repeals law concerning the audit of practice agreements. Allows an APRN with prescriptive authority to prescribe a schedule II controlled substance for weight reduction or to control obesity. Makes conforming changes.

Consent for pelvic, prostate, and rectal exams.

Prohibits health practitioners and other specified individuals from performing pelvic, prostate, or rectal examinations on an anesthetized or unconscious patient except in specified circumstances.
