Rep. Zach Payne

Prohibits the Indiana economic development corporation, the state (or any instrumentality of the state), or any other public authority, or any party negotiating on behalf of any of those entities, from entering into an economic development agreement or contract that contains any provision, clause, or language that provides that the agreement or contract, or any of its terms, is confidential, or that the parties to the agreement or contract are prohibited from disclosing, discussing, describing, or commenting upon the terms of the agreement or contract.

Amends the: (1) definition of "eligible student" for purposes of eligibility under the Indiana education scholarship account program; and (2) grant amount that an eligible student may receive under the program.

Permits a member of the general assembly, professional staff of the general assembly, and a state officer to carry a handgun within the state capitol building and on the property of the Indiana government center campus if the person is not prohibited from carrying a handgun by state or federal law.

Requires candidates for school board offices to be nominated in the same manner as candidates for all other elected offices are nominated. Repeals the current statute relating to nomination of candidates for school board offices. Repeals other superseded statutes. Makes conforming changes.

Repeals provisions concerning the: (1) confiscation and retention of firearms from a dangerous person; (2) compilation and publication of statistics related to the confiscation and retention of firearms from a dangerous person; and (3) making of a false report that a person is dangerous. Modifies a provision concerning a petition to find that an individual is no longer dangerous.

Provides that state educational institutions may not adopt regulations that prohibit students, faculty, employees, and others on the educational institution's property from carrying pepper spray.

Limits the annual increase in assessed value of real property to 5% unless ownership of the real property changes during the year or the increase results from physical changes to the real property.

Provides that certain federal laws that infringe on the right to keep and bear arms are invalid, not recognized, and rejected, and shall not be enforced by Indiana. Specifies penalties and causes of action concerning a political subdivision or law enforcement agency that employs a: (1) law enforcement officer who enforces or attempts to enforce certain provisions or otherwise deprives a citizen of Indiana of particular constitutional rights or privileges; or (2) federal official, or person who gives material aid to a federal official, who knowingly enforces or attempts to enforce certain laws. Specifies exceptions. Makes findings and defines particular terms.

Legalizes the sale and use of cannabis by a person at least 18 years of age. Requires the Indiana department of health to establish a program to issue a medical cannabis identification card to a patient whose physician has recommended cannabis to treat a medical condition. Permits the sale of cannabis to a person less than 18 years of age if the person has been issued a medical cannabis identification card, and exempts purchases by a medical cannabis cardholder from sales tax. Makes conforming amendments.

Provides that for business personal property purchased after December 31, 2023, the total acquisition cost of a taxpayer's total business personal property in a county for an assessment date is exempt from taxation.
