A CONCURRENT RESOLUTION memorializing Congresswoman Jackie Walorski.

Allows a school corporation to contract with a health care provider, health system, or community partner to establish a school based health center (center) and provide services to certain students. Sets forth requirements to establish a center. Provides that the state board shall amend any rules necessary to comply with the requirements to establish a center.

Prohibits a physician or other practitioner from: (1) knowingly providing gender transition procedures to an individual who is less than 18 years of age (minor); and (2) aiding or abetting another physician or practitioner in the provision of gender transition procedures to a minor. Specifies certain medical exceptions. Establishes civil enforcement actions.

Celebrating the 25th Anniversary of the Good Friday Agreement and St. Patrick's Day.

Requires the office of Medicaid policy and planning (office) to prescribe a credentialing application form to be used by: (1) a provider who applies for credentialing by a managed care organization or a contractor of the office (contractor); and (2) a managed care organization or contractor that performs credentialing activities. Requires a managed care organization or contractor to notify a provider concerning: (1) any deficiency in the provider's unclean credentialing application; and (2) the status of the provider's clean credentialing application. Provides that if the managed care organization or contractor fails to issue a credentialing determination within 30 days after receiving a provider's completed credentialing application, the managed care organization or contractor shall provisionally credential the provider if the provider meets certain criteria. Provides that if the managed care organization or contractor fully credentials a provider, then reimbursement payments to the provider shall be paid retroactive to the date on which the initial credentialing application was received and the provider shall be reimbursed at the rates determined by the contract between the provider and the managed care organization or contractor.

Allows the judges of the Daviess circuit and superior courts to appoint a full-time magistrate. Allows the judges of the Delaware circuit court to appoint a full-time magistrate. Establishes a second superior court in the Dubois County judicial district. Allows the judges of the Elkhart circuit and superior courts to appoint four full-time magistrates (effective July 1, 2023) and two additional full-time magistrates beginning January 1, 2024. (Current law allows for the appointment of two magistrates.) Allows the judge of the Spencer circuit court to appoint a magistrate. Allows Vigo superior court to appoint six judges. (Current law allows for the appointment of five judges.) Makes conforming changes.

Provides that an individual who is an Indiana resident and cannot provide proof of identity and lawful status in the United States may apply for a driving privilege card to obtain driving privileges. Sets forth the requirements to obtain a driving privilege card. Provides that a driving privilege card may not be used as identification for any state or federal purpose other than to confer driving privileges, for the purpose of voting, or to verify employment. Requires an individual who holds a driving privilege card and operates a motor vehicle to verify and continuously maintain financial responsibility on any motor vehicle operated by the individual who holds the driving privilege card in the amount required by law. Provides that the bureau of motor vehicles may not disclose certain information unless presented with a lawful court order or judicial warrant. Requires an applicant for a driving privilege card or driving privilege card renewal to sign up for selective service. Makes conforming amendments. Makes technical corrections.

Provides that a school may not promote or encourage the use of, or require, compel, or coerce a student, an employee of the school, or a staff member of the school to use: (1) a pronoun, title, or other word to identify a student, school employee, or other individual that is inconsistent with the student's, employee's, or individual's biological sex; or (2) a name or nickname to identify a student that is inconsistent with the student's name on the student's birth certificate. Creates an exception. Provides that a school may not require an employee or a staff member of the school to adopt, support, or promote gender fluidity.

Provides that, beginning with the cohort of students who are expected to graduate from a public school, a charter school, or a state accredited nonpublic school in 2027, a student must successfully complete a personal financial responsibility course before the student may graduate.

Repeals provisions that require the following: (1) Annual school performance reports by school corporations and charter schools. (2) Annual financial reports by school corporations. (3) An annual report regarding foster care youth educational outcomes by the state board of education (state board). (4) An annual report on homeless youth educational outcomes by the state board. (5) The department of education (department) to publish certain information on the department's website regarding teachers and administrators. (6) The department to report on the department's website the median earned income of graduates of a particular school year. (7) An annual report of information concerning the high school equivalency pilot program by participating school corporations. Removes a corresponding provision that provides a school corporation may not issue certain bonds unless the school corporation has filed an annual financial report. Establishes a data base for education information sharing among state agencies. Establishes requirements regarding use of the data base and requesting information from school corporations and public schools. Establishes the education information committee (committee). Requires the committee to: (1) study and make recommendations for reducing and streamlining information requests and production from school corporations and public schools; and (2) submit a report to the governor and legislative council concerning the committee's recommendation.
