Celebrating the 25th Anniversary of the Good Friday Agreement and St. Patrick's Day.
A CONCURRENT RESOLUTION urging the Indiana Department of Transportation to rename a section of State Road 13 in Madison County, beginning at 1795 South Anderson Street and ending one mile south on State Road 13, the "Officer Noah Jacob Shahnavaz Memorial Mile".
Provides that the commission for higher education may administer a program to support JobSource, Inc., for the management of the Heartland/Anderson Scholar House. Provides that the purposes of the program include: (1) the expansion of program participant services; (2) residential and other support facility improvements and a one time debt reduction of $250,000; (3) outreach to impoverished single mothers in minority communities; and (4) the provision of a scholarship gap fund for graduates staying in Indiana. Provides that administration costs incurred in the management of the Heartland/Anderson Scholar House may not exceed two percent 2% of the total program costs
Allows the judges of the Daviess circuit and superior courts to appoint a full-time magistrate. Allows the judges of the Delaware circuit court to appoint a full-time magistrate. Establishes a second superior court in the Dubois County judicial district. Allows the judges of the Elkhart circuit and superior courts to appoint four full-time magistrates (effective July 1, 2023) and two additional full-time magistrates beginning January 1, 2024. (Current law allows for the appointment of two magistrates.) Allows the judge of the Spencer circuit court to appoint a magistrate. Allows Vigo superior court to appoint six judges. (Current law allows for the appointment of five judges.) Makes conforming changes.
Specifies that "solicit" for the crime of child solicitation includes luring and enticing the victim. Increases the penalty for inappropriate communication with a child from a Class B misdemeanor to a Level 6 felony if the person sends the child an explicit image.
Requires instruction in state accredited schools on human sexuality or sexually transmitted diseases to be based on information that is medically and scientifically accurate and age appropriate. Lists the criteria that instruction on human sexuality and sexually transmitted diseases must meet.
Provides that the bureau of motor vehicles, when issuing a driver's license or learner's permit, shall place an identifying symbol in a prominent location on the driver's license or learner's permit of an individual prohibited from carrying a handgun to indicate that the individual is prohibited from carrying a handgun.
Provides that a person commits intimidation, a Level 5 felony, if the subject of the threat or the person to whom the threat is communicated is a public servant.
Amends the definition of "stillbirth" to mean a birth after 12 weeks of gestation that is not a live birth or if the gender of the child can be visually determined, a birth after 10 weeks of gestation that is not a live birth.
Provides that an airport authority or a board of aviation commissioners in Indiana may not provide for the use of a facial surveillance system in any facility under the authority of the authority or the board.
