For purposes of a residential rental unit, defines: (1) "essential services" as certain utility services needed for the safe and habitable occupation by a tenant of the tenant's rental unit; and (2) "essential systems" as certain systems used to deliver essential services to a rental unit. Requires a landlord to repair or replace an essential system not later than 48 hours after being notified by a tenant that the tenant's rental unit is without essential services as a result of: (1) a malfunction in the essential system; or (2) the landlord's failure to maintain the system in good and safe working condition. Requires a landlord to pay all penalties or fines imposed by a political subdivision for violation of the landlord's obligations with regard to a rental premises. Requires a landlord to pay all penalties or fines and make all repairs required by a political subdivision before the landlord may deliver the rental premises to a tenant. Provides that a tenant may enforce a statutory obligation of a landlord by: (1) providing 30 days notice to the landlord of the landlord's noncompliance with the obligation; and (2) if the landlord fails to make the repairs necessary to remedy the noncompliance, withholding from the next regular rental payment the estimated cost of the repairs and using the amount withheld to make the repairs. Provides that, during the pendency of a court action brought by a tenant to enforce a statutory obligation of a landlord, the court may order the tenant to make the regular rental payments otherwise due to the landlord under the rental agreement to: (1) the clerk of the court; or (2) an attorney trust account; to be held in trust for disbursal to the prevailing party, as ordered by the court.

Requires a state employee health plan, a policy of accident and sickness insurance, and a health maintenance organization contract to provide coverage, without cost sharing, for: (1) contraceptive products and services; (2) counseling and screening for certain sexually transmitted infections; and (3) pre-exposure prophylaxis, post-exposure prophylaxis, and human papillomavirus vaccination.
Requires the department of education (department) to establish the following: (1) Guidelines and a model policy regarding school artificial intelligence policies. (2) An inventory of artificial intelligence platforms that includes certain information. (3) A process and review by which teachers and school administrators may submit an artificial intelligence platform for inclusion on the inventory. Requires the department to: (1) conduct a survey of teachers and students regarding artificial intelligence platforms; and (2) submit a report regarding the results of the survey to the governor, legislative council, and members of the artificial intelligence task force. Requires school corporations and charter schools to adopt, post, and communicate to students a school policy regarding artificial intelligence. Prohibits school corporations, charter schools, and employees of a school corporation or charter school from penalizing a student based solely on evidence provided by an artificial intelligence detector.
Provides that the people of Indiana may propose and adopt amendments to the Constitution of the State of Indiana and propose and enact statutes independent of the general assembly through initiative. Provides that the people of Indiana may approve or reject through referendum any statute or part of any statute enacted by the general assembly. This proposed amendment has not been previously agreed to by a general assembly.
Prohibits, with certain exceptions, an employer from relying on the wage history of an applicant in the hiring process and in determining wages. Prohibits an employer from failing or refusing to: (1) disclose the wage or wage range and a general description of benefits in a posting for a job, promotion, transfer, or other employment opportunity; and (2) provide an employee with the current wage or wage range and a general description of the benefits upon hire, promotion, transfer, and the employee's request. Prohibits an employer from retaliating against an applicant under the wage history provisions and an applicant or employee under the wage range provisions. Provides that an applicant or employee may file a complaint alleging a violation with the department of labor (department), or the department on its own may initiate an investigation and file a complaint alleging a violation. Sets forth civil penalties for a violation. Requires the department to provide a list of employers that have four or more violations to the office of the chief equity, inclusion, and opportunity officer (office). Requires the office to post the list on the equity data portal.
Provides that if a state accredited school provides instruction on human sexuality or sexually transmitted diseases, the school shall provide comprehensive sexual health education, using appropriate instructors, to students in certain grade levels. Lists criteria for comprehensive sexual health education. Repeals certain state board of education requirements regarding HIV information. Makes a conforming change.
Beginning in 2026, requires certain public utilities that provide electric utility service to file with the Indiana utility regulatory commission (IURC) an annual report that: (1) lists, or otherwise provides access to information on, each recorded vote cast by: (A) the public utility; and (B) any affiliate of the public utility; at a meeting of the regional transmission organization (RTO) that includes the public utility's assigned service area, regardless of whether the vote is disclosed by the RTO; and (2) includes a brief description explaining how each vote identified is in the public interest. Provides that for purposes of this requirement, a meeting includes a meeting of any: (1) committee; (2) user group; (3) task force; or (4) other similar body; of the RTO. Beginning in 2027, requires the IURC to include in its annual report a summary of the information contained in the reports provided by public utilities under these provisions with respect to the preceding calendar year. Requires the IURC to adopt rules to implement these provisions.
Provides that an applicant for an electrology license does not need to hold a cosmetologist license or esthetician license before applying for an electrology license. Requires an applicant to complete a combined total of 600 hours of education and experience required under the rules adopted by the state board of cosmetology and barber examiners (board) beginning July 1, 2026. Requires the board to amend the rules for electrology training in a beauty culture school not later than June 30, 2026.
Requires a manufacturer of a consumer electronic device or a piece of agricultural equipment that is sold in Indiana, subject to certain exceptions, to: (1) provide to an independent service provider, or to the owner of the consumer electronic device or agricultural equipment (owner), any service documentation the manufacturer provides to its authorized service providers; and (2) make available for purchase, upon reasonable terms, any service part the manufacturer provides to its authorized service providers. Provides that a manufacturer that sells service documentation to an independent service provider or owner: (1) in a format that is standardized with respect to comparable information supplied by manufacturers of comparable consumer electronic devices or agricultural equipment; and (2) under terms and conditions more favorable than the terms and conditions under which the manufacturer provides the information to an authorized service provider; may not require an authorized service provider to purchase the service documentation in a proprietary format unless the proprietary format includes content or functionality that is not available in the standardized format. Provides that a violation of the requirements is: (1) actionable by the attorney general; and (2) subject to the remedies and penalties that apply to a deceptive consumer sales practice.
Provides that a state employee may affirmatively elect to enroll in the deferred compensation plan prior to the auto enroll date on day 31 of the state employee's employment. Removes a provision that sets a maximum employer surcharge for the legislators' defined benefit plan, state excise police, gaming agent, gaming control officer, and conservation enforcement officers' retirement plan, public employees' retirement fund, and Indiana state teachers' retirement fund (fund). Requires the board of trustees of the Indiana public retirement system (board) to develop the technological and administrative capabilities sufficient to categorize fund members into separate groups in which: (1) certain members receive a service based thirteenth check; and (2) certain members receive a cost of living adjustment. Requires the board to set the surcharge rates at a level to actuarially prefund: (1) annual indexed thirteenth checks for all current retired members and beneficiaries retired before July 1, 2025; and (2) 1% annual cost of living adjustments to future in-payment members and beneficiaries retired on or after July 1, 2025. Provides that the board shall not reduce the surcharge rates from the prior year. Allows the board to increase the surcharge rates by not more than 0.1% of payroll from the prior year. Requires certain political subdivisions to present to the interim study committee on pension management oversight regarding a delinquent employee retirement plan offered by the political subdivision. Requires, effective July 1, 2025, the trustee of the state police pension trust to maintain two supplemental allowance reserve accounts for the purpose of paying postretirement benefit adjustments. Increases the maximum date that a member or participant of certain retirement funds can participate in the deferred retirement option plan from 36 to 60 months. Requires the member or participant to notify their employer if the member or participant elects to enter or extend the deferred retirement option plan. Provides for a thirteenth check in 2024 for certain members, participants, or beneficiaries of the: (1) Indiana state teachers' retirement fund; (2) Indiana public employees' retirement fund; (3) state excise police, gaming agent, gaming control officer, and conservation enforcement officers' retirement plan; (4) state police pre-1987 benefit system; and (5) state police 1987 benefit system.
