Requires the board of animal health to establish: (1) standards of care for animals donating blood at an animal blood bank; and (2) a routine inspection program for animal blood banks.

Requires the department of environmental management (department) to adopt minimum efficiency standards for certain products (covered products). Requires manufacturers to: (1) test covered products; (2) certify to the department that covered products sold, offered for sale, leased, distributed, or rented in Indiana comply with the minimum efficiency standards; and (3) mark a covered product and the covered product's packaging at the time of sale or installation to identify that the covered product is in compliance with the minimum efficiency standards. Provides that the department shall: (1) establish a program to test covered products; and (2) investigate complaints received concerning covered products that violate minimum efficiency standards. Creates an enforcement process for these requirements.

Requires the Indiana utility regulatory commission (commission) to adopt rules governing community solar facilities not later than July 1, 2026. Provides that, not later than 180 days after adoption of the rules, an electricity provider shall begin: (1) allowing interconnection of the electricity provider's facilities with community solar facilities in which at least three of the electricity provider's customers have entered into a subscription; and (2) crediting the electricity provider's subscribing customers for the amount of electricity from the community solar facility for which the customer subscribes. Requires the commission to: (1) establish an interconnection working group composed of representatives of electricity suppliers and other stakeholders with respect to electric utility service; and (2) implement the working group's recommendations regarding creation, revision, or elimination of policies, processes, tariffs, rules, or standards relating to the interconnection of community solar facilities and electricity suppliers as necessary for transparent, accurate, and efficient implementation of community solar facilities.

Prohibits restaurants and third party food delivery services from providing customers with plastic single use food service items. Provides that a restaurant or third party food delivery service shall only provide a nonplastic single use food service item, plastic straw, or condiment packet to a customer who explicitly requests one or more of the items. Establishes the citizens education and complaint fund to further the purposes of the bill. Makes an appropriation.

Requires the Indiana University School of Medicine to collect data on the incidence of Parkinson's disease and establish a Parkinson's disease registry. Requires health care providers to report a diagnosis of Parkinson's disease and a related condition to the registry, and, if a patient agrees to the reporting, additional information concerning the medical treatment. Requires the health care provider to provide certain information to a patient diagnosed with Parkinson's disease or a related condition and to receive either permission or a denial to provide other information concerning the diagnosis and treatment. Requires that the information be confidential. Provides immunity to a person that provides information for the registry. Specifies persons that can obtain information from the registry.

Prohibits discrimination based upon an individual's status as an active member of the armed forces, gender identity, or sexual orientation. Expands nondiscriminatory public policies of the state to include sex, gender identity, sexual orientation, and national origin as protected classes.

Establishes a procedure permitting a tenant to withhold rent from a landlord and deposit it with a court if the landlord does not fulfill the landlord's obligations or fails to remedy a violation of an ordinance, rule, code, or other law, and the violation may materially affect the health or safety of the tenant.

Repeals the chapter prohibiting a person from requiring: (1) labor organization membership; (2) payment of dues or fees to a labor organization; or (3) payment to a charity or third party of an amount equivalent to dues or fees required by a labor organization; as a condition of employment. Makes corresponding changes.
