Rep. Chris Campbell

Requires the operator of a recovery residence to register with the division of mental health and addiction (division). Sets forth the requirements for registration. Requires the division to: (1) establish a registration fee and a renewal fee; and (2) post a list of registered recovery residences on its website and include certain information concerning each recovery residence. Requires the division to adopt rules concerning: (1) the investigation of certain complaints; (2) the issuance, revocation, and denial of a registration; and (3) any rules necessary to implement these provisions. Allows the division to contract with a nonprofit organization that specializes in recovery residences to administer the registration of recovery residences.

Defines "clothing", "backpack", "school supply", and "computer". Provides a sales and use tax exemption period beginning on August 1 through August 7 of each year for the following items: (1) A backpack or school supply, if the backpack or school supply is purchased for use by a student in a public or private elementary or secondary school, and if the sales price of the backpack or school supply does not exceed $100. (2) Certain articles of clothing, if the sales price of the article of clothing does not exceed $100. (3) A computer, if the computer is purchased for use by a student in a public or private elementary or secondary school, and if the sales price of the computer does not exceed $500.

Requires coverage for nonemergency medical transportation of individuals who have been deemed presumptively eligible for Medicaid during the time in which the individual is deemed presumptively eligible for Medicaid. Requires the office of the secretary of family and social services to apply for any Medicaid state plan amendment or waiver necessary to provide for the coverage.

Specifies requirements for release of a cat or dog from an animal testing facility or breeder to a releasing agency. Establishes the adoption of tested animals and animals bred for testing fund. Provides that the Indiana state board of animal health may bring a civil action against an animal testing facility or breeder that violates the requirements. Provides that an animal testing facility or breeder is immune from civil liability for harm caused by, or a defect suffered by, a cat or dog released under this chapter.

Repeals the statute specifying Medicaid eligibility for qualified pregnant women. Increases the Medicaid income eligibility requirements for pregnant women. Removes the Medicaid limitation for pregnant women of medical assistance coverage only for pregnancy related services. Provides that the extension of postpartum Medicaid coverage for pregnant women shall be determined by the office of the secretary of family and social services and must be at least 60 days but not more than 12 months beginning on the last day of the pregnancy.

Prohibits a person that owns or possesses a specified animal from allowing a member of the public to come into direct contact, or enter into a proximity that allows for or permits direct contact, with the specified animal. Prohibits the department of natural resources from adopting a rule to designate additional specified animals. Requires that a person who owns a specified animal must have a commercial animal dealer, breeder, or exhibitor's license issued by the United States Department of Agriculture. Provides that a violation of the law is a Class B infraction. Excludes from the substance of the bill physical contact or proximity between certain persons and a specified animal. Defines terms.
