Amends the Deposit of State Moneys Act. Permits the State Treasurer to deposit uncommitted State funds at reduced interest rates in Illinois financial institutions that agree to make loans to units of local government for specified infrastructure projects.

Amends the Humane Care for Animals Act. Provides that no person may raise a calf for the production of veal unless: (1) the calf is raised in an enclosure without any impairment such as chaining or tethering and of sufficient size to permit the calf to be free to turn around without difficulty, lie with its legs outstretched, and groom itself; (2) the calf is fed a daily diet containing sufficient iron to prevent anemia and to maintain good health and vigor; and (3) if the calf if more than 14 days old, it is provided each day with food containing sufficient digestible fiber to prevent the impairment of the development of its rumen. Effective 14 days after becoming law.
Amends the State Finance Act. Makes a technical change in a Section concerning special funds.
Amends the Toll Highway Act. Provides that the Toll Highway Authority has the power to enter into a contract with a unit of local government or other public or private entity under which the Authority agrees to collect by electronic means tolls, fees, or revenues on behalf of that entity. Requires the Governor to appoint, with the advice and consent of the Senate, an Inspector General for the Authority, setting forth his or her powers and duties. Places certain restrictions on directors of the Illinois State Toll Highway Authority and their employees and agents concerning receiving financial benefit from their positions or employment with the Authority. Makes changes concerning enforcement of tolls. Provides that the Office of the Inspector General shall be represented in all legal matters by the Attorney General. Requires General Assembly review of expenditures of excess Authority moneys. Requires the Authority to submit a comprehensive strategic financial plan to the General Assembly. Makes other changes. Effective immediately.
Amends the Sale of Tobacco to Minors Act. Prohibits a minor under 18 years of age from selling tobacco products at a retail establishment authorized to sell tobacco products. Prohibits a minor under 18 years of age from being employed to sell tobacco products at such an establishment.
Amends the Toll Highway Act. Makes a technical change in a definitions Section.
Creates the Illinois Affordable Loan Act. Provides for the licensing and regulation of lenders who make short-term loans and title-secured loans by the Department of Financial Institutions. Requires licensees to disclose when renewing a license the number of title-secured loans made, the number of vehicle repossessions, the number of short-term loans made, the minimum, maximum, and average dollar amount of short-term loans, and the interest charged on the short-term loans. Requires licensees to disclose to borrowers a toll-free telephone number for the Department of Financial Institutions that the borrowers may call for information. Provides that the appraisal of motor vehicles that secure title-secured loans must be the value set by the Kelly Blue Book. Prohibits additional charges for cashing instruments issued by the licensee. Imposes limits on administrative or origination fees for loans. Requires licensees to refund unearned charges. Provides that licensees must comply with local zoning and other applicable local ordinances in order to qualify for a license.
Amends the Illinois Public Aid Code. Provides that the State or federal minimum wage, whichever is higher, shall be used to calculate the number of hours of participation required in any work activity, the wage subsidy paid to any employer who hires a recipient of public assistance, and the wage paid to the recipient of public assistance. Effective immediately.
Amends the Illinois Clean Indoor Air Act. Provides that units of local government may regulate smoking in public places. Provides that this regulation must be no less restrictive than the regulation in the Act. Changes the home rule limitation from an absolute preemption to a limitation on the concurrent exercise of home rule power. Maintains the exemption from home rule requirements for home rule units that passed ordinances regulating smoking before October 1, 1989. Limits the concurrent exercise of home rule powers. Effective immediately.
Amends the Mosquito Abatement District Act. Provides that, notwithstanding any other provision of law, (i) mosquito abatement districts in counties with a population of 3,000,000 or more are abolished on January 1, 2004, (ii) no new mosquito abatement districts may be organized on or after January 1, 2004 in those counties, and (iii) the assets, liabilities, rights, powers, duties, and functions of an abolished district are assumed by the county in which the district lies or the City of Chicago if the district lies in the City of Chicago. Provides that the duties and functions of the abolished districts, including the eradication of the West Nile Virus, shall be assumed by the State certified public health departments of the assuming county or the City of Chicago, as appropriate. Amends the Township Code to make similar provisions for mosquito abatement districts created under the Code in counties with a population of 3,000,000 or more. Effective immediately.
