Amends the Public Utilities Act. Provides additional requirements for contracts in which an electric utility is purchasing electricity from a qualified solid waste energy facility. Provides that all qualified solid waste energy facilities shall receive a monthly incentive payment from the State Treasurer for all the monthly kilowatt-hours sold to an electric utility. Provides circumstances under which the incentive payment may be suspended or revoked. Provides that, after the effective date of this amendatory Act, public utilities are not entitled to State tax credits for the purchase of electricity from a qualified solid waste energy facility. Requires qualified solid waste energy facilities to have a Commission-approved plan to reimburse the State for tax credits resulting from electricity sold prior to the effective date of this Act. Effective immediately.

Amends the Regional Transportation Authority Act. Requires the Regional Transportation Authority to adopt a universal fare card and establish rules concerning its implementation and use. Requires the Service Boards, upon request, to expeditiously provide to the Authority any information related to the Authority's responsibilities concerning the implementation and use of a universal fare card. Requires the Authority, by January 1, 2005, (i) to issue a request for proposal inviting potential builders to develop a plan to implement a universal fare card and (ii)to develop a cost analysis of the fare management system currently in use by the Service Boards so that the Authority, the General Assembly, and the Governor can compare the costs of conversion to a universal fare card and integrated fare management system with existing costs for each Service Board. Requires the Authority, by April 1, 2005, to compile certain information into a report and submit it to the General Assembly and to the Governor. Effective immediately.
Amends the Sale of Tobacco to Minors Act. Prohibits a minor under 18 years of age from selling tobacco products at a retail establishment authorized to sell tobacco products. Prohibits a minor under 18 years of age from being employed to sell tobacco products at such an establishment. Exempts a sales clerk in a family-owned business which can prove that the clerk is in fact a son or daughter of the owner.
Amends the Illinois Development Finance Authority Act. Provides that, excluding the authorization for certain bonds and bonds issued to refund outstanding bonds, the Illinois Development Finance Authority may not have outstanding at any one time bonds for any of its corporate purposes in an aggregate principal amount exceeding $8,200,000,000 (now, $6,200,000,000). Effective immediately.
Amends the Illinois Public Aid Code. With respect to the Medicaid program, directs the Department of Public Aid to establish a Prescription Drug Therapeutics Committee to review and either approve or reject the Department's prescription drug policies and management practices.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department of Public Health, in cooperation with the Illinois Association of Public Health Administrators, must revise the methodology governing the purpose and distribution of local health protection grants. Contains provisions concerning the considerations the Department must take into account in revising the methodology. Provides that the revised methodology must include criteria, standards, and procedures for allocating local health protection grants on a regional basis. Provides that the revised methodology must be published in the Illinois Register as a proposed rule on a timely basis so that the rule will be adopted and effective July 1, 2004.
Describes the danger to children that Yo-Yo Waterballs may cause and urges the U.S.Consumer Product Safety Commission to ban their sale.
Amends the Illinois Public Aid Code. Provides that on and after July 1, 2005, the Department of Public Aid shall reimburse providers of home health services under the Medicaid program at the same rates at which the federal government reimburses providers of those services under the Medicare program, using the Low Utilization Payment Adjustment (LUPA) national-average rate structure. Requires that the Department adjust those rates annually to reflect changes in the LUPA national-average rate structure. Effective immediately.
Amends Public Act 92-538. Makes an FY03 appropriation to the Department of Public Health for expenses associated with the West Nile virus to be distributed to local health departments based on both local need and the population of the area served by the local health departments. Effective immediately.
Amends the School Code. Allows a school board to contract with a private business entity for qualified substitute teachers to be furnished to its schools, provided that the school board remains responsible for the selection and retention criteria for and supervision of the substitute teachers. Effective immediately.
