Urges the Governor to present a capital budget that includes $100,000,000, on an annual basis, for the Illinois Special Places Acquisition, Conservation and Enhancement (iSPACE) Program, which includes the following: (i) a new statewide land acquisition program to protect the State's most precious natural resources and provide recreational opportunities, including matching grants to local governments; (ii) implementation of the Partners for Conservation Program (formerly Conservation 2000) through land acquisition and management grants; and (iii) implementation of the Hunting Heritage Protection Act by increasing the amount of land acreage available for hunting opportunities in Illinois.

Amends the State Facilities Closure Act. Provides that the Act applies to all State facilities (now, a facility must be the primary work station for 25 or more State employees).
Amends the Illinois Procurement Code. Authorizes the use of a reverse auction during the competitive sealed bid process in which responsive and responsible bidders lower their bids for supplies and services. Requires that the reverse auction be in accordance with rules adopted by each chief procurement officer. Effective immediately.
Appropriates $26,272,121 from the General Revenue Fund to the Office of the State Appellate Defender for its ordinary and contingent expenses for Fiscal Year 2006. Effective July 1, 2005.

Appropriates $26,099,148 for Fiscal Year 2007 for the ordinary and contingent expenses of the State Appellate Defender. Effective July 1, 2006.
Appropriates $2 from the General Revenue Fund to the Office of the Executive Inspector General for its FY 06 ordinary and contingent expenses. Effective July 1, 2005.
Amends the Sexual Assault Survivors Emergency Treatment Act. Changes references from "emergency hospital service" to "forensic and emergency medical services". Changes certain references from "alleged sexual assault survivor" to "sexual assault survivor". Sets forth minimum requirements for health care facilities providing follow-up care to sexual assault survivors. Provides that a minor who is a survivor of sexual assault shall be provided certain services without the consent of a parent, guardian, or custodian. Provides that a sexual assault survivor may have an advocate or other support person present when receiving services. Repeals provisions relating to community or areawide plans for forensic and medical services to sexual assault survivors and submission of plans to the Department of Public Health. Makes other changes.
