Amends the State Facilities Closure Act. Provides that the Act applies to all State facilities (now, a facility must be the primary work station for 25 or more State employees).

Amends the Illinois Procurement Code. Permits a State agency to renew or extend a lease of real property or capital improvements without using the request for information selection process if it is in the State's best interest and the Procurement Policy Board does not object (now, permitted only for renewal or extension of leases in effect before July 1, 2002). Effective July 1, 2007.
Amends the Illinois Procurement Code. Requires that notices of the State's purchases of real estate must be published in the Procurement Bulletin within 7 days after execution of the purchase contract. Specifies the contents of the notice. Effective July 1, 2007.
Amends the Department of Agriculture Law of the Civil Administrative Code of Illinois. Creates the Emerald Ash Borer Revolving Loan Program and the Emerald Ash Borer Revolving Loan Fund. Provides that the program shall provide low-interest or zero-interest loans to units of local government for the reforestation of trees on public lands that are within quarantine areas infested by the emerald ash borer. Provides that a loan for the reforestation of trees on public lands within quarantine areas infested by the emerald ash borer may not exceed $5,000,000 to any one unit of local government. Sets out other terms of the loans awarded under the program. Provides that any loan under this Section made to a unit of local government may not exceed the moneys that the unit of local government expends or dedicates for the reforestation project for which the loan is made. Amends the State Finance Act to create the Emerald Ash Borer Revolving Loan Fund in the Act.
Creates the Illinois Stem Cell Initiative of 2007. Contains only a short title provision.
Amends the Illinois Vehicle Code and the State Finance Act. Creates the Rotary Club Fund as a special fund in the State treasury. Provides for the issuance of Rotary Club license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $25 at original issuance and for each renewal. Provides that $10 of the additional original issuance fee and $23 of the renewal fee shall be deposited into the Rotary Club Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, the moneys in the Rotary Club Fund shall be paid as grants for charitable purposes sponsored by the Rotary Club.
Amends the Department of Central Management services Law of the Civil Administrative Code of Illinois. Requires that, to the extent allowable by federal law and regulation, the Department must allow employees of State colleges and universities to participate in the Department's flexible spending programs for dependent care assistance and medical care assistance.
Amends the Sexual Assault Survivors Emergency Treatment Act. Deletes the definition of sexual assault. Deletes references in the Act to "hospital emergency services" and replaces it with "(i) transfer services or (ii) hospital emergency services and forensic services". Provides that if a surveyor from the Department of Public Health determines that the hospital is not in compliance with its approved plan to provide transfer services or hospital emergency services and forensic services, the surveyor shall provide the hospital with a written list of the specific items of noncompliance within 10 working days after the conclusion of the surveyor's on site review (now, 2 weeks). Provides that the hospital shall have 10 working days to submit to the Department a plan of correction that contains the hospital's specific proposals for correcting the items of noncompliance (now, 14 working days). Creates a provision allowing for hospitals in the area to be served to develop and participate in areawide plans. Sets out the minimum requirements for hospitals providing hospital emergency services and forensic services. Creates a Section concerning minimum reimbursement requirements for every hospital, health care professional, laboratory, or pharmacy that provides follow-up healthcare to a sexual assault survivor. Provides that when certain entities provide services to a sexual assault survivor who is not eligible to receive such services under the Public Aid Code or insurance policy, the entity shall furnish such services without charge and be entitled to reimbursement for billed charges by the Illinois Sexual Assault Emergency Treatment Program. Repeals a Section concerning community or areawide plans and Sections concerning the powers and duties of the Department of Public Health and the Department of Public Aid. Makes other changes.
Amends the Mental Health and Developmental Disabilities Administrative Act, the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois, the University of Illinois Hospital Act, and the Hospital Licensing Act. Requires the Department of Public Health to perform certain functions in relation to the prevention and control of Multidrug-Resistant Organisms (MDROs). In particular, requires the Department to: (1) adopt rules for all health care facilities subject to licensure, certification, registration, or other regulation by the Department requiring compliance with the 2006 recommendations of the U.S. Centers for Disease Control and Prevention for the prevention and control of MDROs; (2) conduct a public information campaign for health care providers not subject to regulation by the Department; (3) create and administer a training program for health care providers; and (4) recommend and approve tests or testing procedures used in determining, preventing, and controlling MDRO infection. Requires hospitals (including the University of Illinois Hospital) and Department of Human Services mental health and developmental disability facilities to implement comprehensive interventions and routine testing procedures. Effective immediately.
Creates the Illinois Food, Farms, and Jobs Act and the Illinois Local and Organic Food and Farm Task Force. Sets out the composition of the Task Force. Provides that the Task Force shall develop a plan for expanding and supporting a State local and organic food system and for assessing and overcoming obstacles to an increase in locally grown food and local organic food production. Sets out the contents of the plan. Amends the State Finance Act to create the Illinois Local Organic Food and Farm Fund. Effective immediately.
