Amends the Illinois Procurement Code. Makes a technical change in a Section concerning the contents of the Illinois Procurement Bulletin.
Appropriates $2 from the General Revenue Fund to the Illinois Department of Revenue for its FY 08 ordinary and contingent expenses. Effective July 1, 2007.
Creates the Public Interest Attorney Assistance Act to encourage qualified individuals to enter into and continue in employment in this State as assistant State's Attorneys, assistant Public Defenders, civil legal aid attorneys, assistant Attorneys General, and assistant public guardians. Provides that the Illinois Student Assistance Commission shall establish and administer the Public Interest Attorney Loan Repayment Assistance Program for the primary purpose of providing loan repayment assistance to practicing attorneys to encourage them to pursue careers as public interest attorneys. Provides for the distribution of funds, in the form of a forgivable loan. Sets forth provisions concerning the application process, eligibility requirements, the maximum amount of assistance, and prioritization. Amends the State Finance Act to create the Public Interest Attorney Loan Repayment Assistance Fund.
Amends the Public Utilities Act. Requires an electric utility to procure or obtain renewable energy resources in amounts equal to provided quantities. Requires an electric utility to report to the Illinois Commerce Commission regarding compliance with renewable energy resource standards by April 1 of each year beginning in 2008. Provides penalties for an electric utility that fails to procure or obtain the full amount of renewable energy resources as required by specified provisions. Provides that the Commission shall adopt rules as necessary within 12 months after the effective date of the amendatory Act to assist in implementing methods of procurement, accounting, tracking, and reporting in order to achieve the stated objectives. Provides that electric utilities may enter into long-term contracts of up to 20 years with providers of renewable energy resources. Provides that the provisions shall not prohibit an electric utility from issuing a competitive solicitation for renewable energy resources in order to meet the required standards. Effective immediately.
Amends the Illinois Procurement Code. Makes a technical change in a Section concerning State policy.
Amends the Illinois Public Aid Code. Provides for Medicaid eligibility for all persons who are not otherwise eligible for medical assistance under any other provision and who have income, as determined by the Department of Healthcare and Family Services, that is equal to or less than 100% of the Federal Poverty Level, or is equal to or less than 100% of the Federal Poverty Level by disregarding the maximum earned income as determined by the Department. Provides that the medical assistance for which such persons are eligible shall be no less than the covered benefits available to persons eligible under a provision covering persons otherwise eligible for basic maintenance under the AABD or TANF programs but who fail to qualify thereunder on the basis of need, and who have insufficient income and resources to meet the costs of necessary medical care.
Amends the Illinois Insurance Code. Raises the maximum age of a dependent child that a policy of accident and health insurance may insure, originally or by subsequent amendment, upon the application of an adult member of a family who shall be deemed the policyholder, from 19 to 24. Provides that if the limiting age under the policy is less than 25 years of age, then the insurer shall, upon application of the dependent child, provide coverage after that specific age, until the dependent child is 25 years of age.
Amends the Property Tax Code concerning omitted assessments. Provides that in Cook County, the owner of any property may bring a complaint before the board of review to challenge the accuracy or validity of an omitted assessment. Requires the county assessor to publish information on the county's website concerning omitted assessments. Decreases the interest rate on omitted assessments from 10% to 1.8%. Provides that, before charging a tax and interest for previous years, the county assessor shall identify the owner of the property for each year for which liability accrued. Effective immediately.
Creates the Fiscal Year 2008 Hospital Assessment Act. Contains only a short-title provision.
