GOMB-COMMUNITY CARE FUNDING

Encourages the Governor's Office of Management and Budget to utilize the funds available due to the increased Federal Medical Assistance Percentage, also known as FMAP, along with funds available in the Health and Human Services Medicaid Trust Fund and funds available in the Community Mental Health Medicaid Trust Fund to maintain appropriation levels supporting current community care provided by mental health and substance misuse treatment community providers and increase funding to pay the State's obligations in a timely fashion.

$COMPTROLLER-COURT REPORTING

Makes FY09 appropriations to the State Comptroller for expenses related to court reporting. The sum of $3,633,750 is appropriated for official court reporting. The sum of $760,000 is appropriated for State contributions to the State Employees’ Retirement System and $356,250 for State contributions to Social Security. Effective immediately.

DPH-MOBILE ASTHMA PILOT PROGRM

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Establishes the Asthma Mobile Pilot Program, and provides that, subject to appropriations, the Department of Public Health shall issue a grant for the program. Provides that the 5-year pilot program shall include: initial respiratory health screenings; diagnosis and followup medical care from pediatricians specializing in asthma management; bilingual, individualized family education sessions; in-home asthma trigger assessments; Covering All Kids Insurance Program application assistance; and extensive primary care physician outreach and education. Requires the grant recipient to collect certain data. Requires the Department to submit an annual report to the General Assembly. Effective July 1, 2008.

$DPH-STEM CELL RESEARCH

Appropriates $25,000,000 from the Tobacco Settlement Recovery Fund to the Illinois Regenerative Medicine Institute under the Department of Public Health for the purpose of awarding grants for stem cell research. Effective July 1, 2007.

ENERGY EFFICIENT BUILDINGS

Amends the Energy Efficient Commercial Building Act. Changes the name to the Energy Efficient Building Act. Provides a definition of "building". Applies the Act to all buildings (now, all commercial buildings). Provides that any unit of local government that has adopted the efficiency standards of the 2000 International Energy Conservation Code, with the 2001 supplement, on or before January 1, 2007, may continue to regulate energy efficient building standards under that Code. Effective immediately.

CIGARETTE TAX INCREASE

Amends the Illinois Income Tax Act. Deletes the provision that refunds with respect to the earned income tax credit are subject to the availability of funds from the federal Temporary Assistance for Needy Families Block Grant and the State's ability to meet its required Maintenance of Effort. Effective immediately.

CMS-ACCOUNTABILITY PORTAL

Amends the Department of Central Management Services Law. Requires the Department to establish and maintain a website known as the Illinois Accountability Portal. The website shall provide direct access to information concerning State employees and individual consultants, State expenditures, State tax credits, and revocations and suspensions of occupation and use tax certificates of registration and professional licenses.
