STATE MONEYS-GOVMT SECURITIES

Amends the Deposit of State Moneys Act. Authorizes investment in repurchase agreements of government securities having the meaning set out in the Government Securities Act of 1986,"as now or hereafter amended or succeeded". Effective immediately.

STATE FACILITY CLOSURE

Amends the State Facilities Closure Act. Provides that the Act applies to all State facilities (now, a facility must be the primary work location for 25 or more State employees).

DHS-TANF-NEED-SEXUAL VIOLENCE

Amends the Illinois Public Aid Code. Provides that it shall be the policy of the Department of Human Services to provide TANF aid to all qualified persons who seek assistance and to conduct outreach efforts to educate the public about the program. Makes changes concerning the disregard of earned income. Requires that financial aid be provided no more than 15 days after the date of application. Requires that an applicant undergo a thorough employability assessment within the first 30 days after the date of application for aid. Adds a definition of "domestic or sexual violence", and adds references to domestic or sexual violence in provisions concerning crisis assistance and development of a personal plan for achieving self-sufficiency. Effective immediately.

INC TAX-SALES FACTOR-BROADCAST

Amends the Illinois Income Tax Act. In provisions relating to business income of persons other than residents, for taxable years ending on or after December 31, 2008, provides that the sales factor for receipts from the sale of broadcasting services is determined based on audience or subscribers located in Illinois or, if that cannot be determined, by place of publication. Effective immediately.

IDOT-AMTRAK EQUIPMENT

Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Authorizes the Department, on behalf of the State, to enter into public-private partnerships for the acquisition of equipment for Amtrak passenger rail service.

SCH CD-COMMUNITY SCH-GRANTS

Amends the School Code. Subject to an appropriation or the availability of funding for such purposes, requires the State Board of Education to make grants available to fund community schools (which are traditional schools that actively partner with their community to leverage existing resources and identify new resources to support the transformation of the school to provide enrichment and additional life skill opportunities for students, parents, and community members at-large) and to enhance programs at community schools. Requires a request-for-proposal process to be used in awarding grants. Provides that proposals may be submitted on behalf of a school, a school district, or a consortium of 2 or more schools or school districts. Requires a school to have certain components in order to qualify for a grant. Requires the State Superintendent of Education to appoint a 9-member Advisory Council on Community Schools. Effective immediately.

COURT CLERK FEE DISBURSEMENT

Amends the Clerks of Courts Act. Provides that the fine for speeding in a school zone is increased by $5 which shall go to the school district or districts in which the offense occurred. Provides that a county with a drug court may adopt a mandatory fee of $5 to fund the drug court, less a 5% clerk processing charge, assessed against any defendant found guilty in a traffic case or who is ordered to pay a fine under the Unified Code of Corrections. Provides that a person found guilty, including court supervision, of a DUI in addition to any other fine is fined $500, or $1,000 for other than a first offense, payable to the clerk to be distributed as follows: $100 to the law enforcement agency or agencies that made the arrest and $400 to the General Revenue Fund. Provides that when a person has been adjudged guilty of a DUI and a crime lab DUI analysis was completed, in addition to any other disposition or fine, a crime lab DUI analysis fee of $150 shall be paid by the defendant. Provides that the court may suspend payment of the fee if the defendant does not have the ability to pay. Provides that if the fine assessed for a first offense of speeding in a construction zone is $250 or greater, there shall be an additional $125 fee paid by the defendant, which shall be deposited into the Transportation Safety Highway Hire-back Fund. Provides for other related changes.

PUBLIC INTEREST ATTY ASSIST

Creates the Public Interest Attorney Assistance Act to encourage qualified individuals to enter into and continue in employment in this State as assistant State's Attorneys, assistant Public Defenders, civil legal aid attorneys, assistant Attorneys General, and assistant public guardians. Provides that the Illinois Student Assistance Commission shall establish and administer the Public Interest Attorney Loan Repayment Assistance Program for the primary purpose of providing loan repayment assistance to practicing attorneys to encourage them to pursue careers as public interest attorneys. Provides for the distribution of funds, in the form of a forgivable loan. Sets forth provisions concerning the creation of an advisory committee, the application process, eligibility requirements, the maximum amount of assistance, and prioritization. Imposes conditions on any rulemaking authority. Amends the State Finance Act to create the Public Interest Attorney Loan Repayment Assistance Fund.
