PROCUREMENT-CAPITAL DEV BOARD

Amends the Illinois Procurement Code. In provisions requiring separate bids for subdivisions of work for construction contracts in excess of $250,000, permits the waiver of the requirement during the next 4 years (now, 3 years) for Capital Development Board projects if specified conditions are met. Effective immediately.

VEH CD-STOP FOR PEDESTRIAN

Amends the Illinois Vehicle Code. Provides that where traffic signals are not in place, vehicles must stop and yield to a pedestrian in a crosswalk rather than yielding the right-of-way by slowing down or stopping if need be. Provides that on a school day when children are present and so close that a potential hazard exists because of the close proximity of the motorized traffic and when traffic signals are not in place or in operation, vehicles must stop and yield to a pedestrian in a crosswalk rather than yielding the right-of-way by slowing down or stopping if need be to so yield. Effective immediately.

SOS-CORPORATIONS-RECORDER

Amends the Business Corporation Act of 1983 and the General Not For Profit Corporation Act of 1986. Eliminates requirements for filing copies of certain documents in the office of the county recorder, including articles of amendment reflecting an election to become a close corporation, an application for an assumed corporate name, a change of registered office or registered agent, articles of merger of a domestic corporation and a limited liability company, a certificate of administrative dissolution of a corporation, a court order of dissolution, and a certificate of revocation of authority of a foreign corporation to transact business in this State. Eliminates, as a ground for revocation of authority of a foreign corporation to transact business in this State, the corporation's failure to file for record an appointment of registered agent.

PROCUREMENT-SMALL LEASES

Amends the Illinois Procurement Code. Exempts the procurement of leases of property of less than 10,000 square feet with rent of less than $100,000 per year from the required use of the request for information method of procurement (now, procurement is exempt if the lease is of property of less than 10,000 square feet or for rent of less than $100,000 per year). Effective immediately.

PHYSICIAN WORKFORCE INSTITUTE

Recommends that an Illinois Physician Workforce Institute be organized and operated as an independent, unbiased, and not-for-profit research organization whose purpose is to collect, aggregate, analyze, and distribute Illinois-specific physician workforce data to provide objective information for assisting health care, professional, and education organizations, policy makers, and the public on issues related to the supply, demand, distribution, and use of physicians across the State.

PROCUREMENT-CDB CONSTRUCTION

Amends the Illinois Procurement Code. Removes the 2012 elimination of the Capital Development Board's authority to waive, under certain circumstances, the separate bid requirement for the 5 subdivisions of work with respect to construction contracts in excess of $250,000. Effective immediately.

INS RATE FAIRNESS

Creates the Individual Market Fairness Reform Law. Provides that a managed care entity shall (1) fairly and affirmatively offer all of its managed care plans that are sold to all individuals in each service area in which the managed care entity provides or arranges for the provision of health care services and (2) may not reject an application for an individual managed care plan if certain requirements are met. Provides that the Division of Insurance of the Department of Financial and Professional Regulation shall develop a system to categorize all managed care plans offered and sold to individuals pursuant to this Law into 5 coverage choice categories. Creates the Minimum Medical Loss Ratio Law. Provides that any company selling a health benefit plan in the individual or small group market shall expend in the form of health care benefits no less than 85 percent of the aggregate dues, fees, and premiums received by the company. Creates the Health Sure Illinois Law to establish a program for the purpose of making managed care plans affordable and accessible to small employers and individuals. Provides that the program is limited to active managed care entities. Amends the Illinois Insurance Code. Creates new Articles in the Code establishing the Office of Patient Protection and the Illinois Health Carrier External Review Law. Amends the Small Employer Health Insurance Rating Act, Illinois Health Insurance Portability and Accountability Act, and Managed Care Reform and Patient Rights Act in provisions concerning small employers, individuals, review, and rates. Repeals a provision of the Small Employer Health Insurance Rating Act concerning establishment of a class of business. Makes other changes.
