Creates the Electronic Prescribing Act. Provides that beginning August 1, 2014, a drug prior authorization request must be accessible to a health care provider with the provider's electronic prescribing software system and must be accepted electronically, through a secure electronic transmission, by the payer, by the insurance company, or by the pharmacy benefit manager responsible for implementing or adjudicating or for implementing and adjudicating the authorization or denial of the prior authorization request. Provides that beginning August 1, 2014, electronic transmission devices used to communicate a prescription to a pharmacist may not use any means or permit any other person to use any means, including advertising, commercial messaging, and pop-up advertisements, to influence or attempt to influence through economic incentives the prescribing decision of a prescribing practitioner at the point of care. Creates the Electronic Prescribing Study Committee to study certain aspects of optimizing electronic prescribing systems, including, how to ensure that the prescribing decisions of practitioners at the point of care are focused on patient safety and quality outcomes, and that attempts to influence those decisions, through economic incentives or otherwise, are kept to a minimum. Contains provisions concerning Committee policies; Committee hearings; the Committee's composition; compensation; and reporting requirements. Effective July 1, 2012.

Amends the Illinois Plumbing License Law. Provides that certain lawn sprinkler systems shall not be required to be retrofitted with a reduced pressure zone (RPZ) valve until 5 years after the effective date of the amendatory Act. Provides that the Illinois Department of Public Health shall also provide an exemption for such lawn sprinkler systems from any requirement to retrofit a lawn sprinkler system with a RPZ valve if the Department finds that either the lawn sprinkler system cannot be retrofitted with a RPZ valve or that the costs of doing so would be unreasonably high. Effective immediately.
Amends the Illinois Banking Act. Provides that a bank shall utilize a form, statement, or writing to obtain a customer's consent to disclose any financial records or information obtained from financial records relating to that customer to non-affiliated third persons or parties. Provides criteria for banks to meet regarding the form, statement, or writing to obtain a customer's consent to disclose financial information relating to the customer's financial records. Provides that a bank shall not discriminate against or deny an otherwise qualified customer a financial product or financial service because the customer has not provided the consent to authorize the bank to disclose or share financial records or financial information obtained from financial records relating to that customer with any non-affiliated third person. Provides that a bank shall not be liable for failing to offer products and services to a customer solely because (i) that customer has failed to provide consent and the bank could not offer the product or service without consent and (ii) the customer has failed to provide consent.
Amends the Property Tax Code. Provides that homestead properties that have been improved with a renewable energy improvement are entitled to an exemption, limited to the value of the improvement, as assessed and equalized. Defines "renewable energy improvement". Provides that no exemption shall be granted for more than 10 taxable years after a renewable energy device was first installed and operational. Effective immediately.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the tax imposed.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning definitions.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
Amends the Illinois Pension Code. Establishes a program under which certain retirement system participants may elect to receive a cash payment in exchange for agreeing to an increase in the required retirement age or agreeing to give up future automatic annual benefit increases. Effective immediately.
Amends the Department of Employment Security Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
