STUDENTS-PHYSICAL RESTRAINT

Creates the Use of Physical Restraint and Seclusion on Students Act. Provides that all covered entities (defined as an educational setting receiving public funds from the State Board of Education, including, but not limited to, public schools, public regional programs, charter schools, private schools, special purpose private schools, career and technical education schools, and public pre-kindergarten) shall have local policies regarding the use of physical restraint and seclusion. Sets forth provisions concerning a local complaint procedure, providing overview and awareness information to staff, and notice to parents. Provides that seclusion and physical restraint may be used only as an emergency intervention when the behavior of a student presents imminent risk of injury or harm to the student or others, and only after other less intrusive interventions have failed or been deemed inappropriate; sets forth requirements and prohibitions. Provides for notification of an incident, documentation and an incident report, a response to the use of physical restraint or seclusion, cumulative reporting, a complaint process, and staff training.

ISAC-MAP TASK FORCE

Resolves that the Illinois Student Assistance Commission shall convene a task force to deliberate options for the adoption of new rules for the Monetary Award Program, with the goal of improving the outcomes for students who receive these awards.

HOME LOAN PREPAYMENT PENALTIES

Amends the Residential Mortgage License Act of 1987, the High Risk Home Loan Act, and the Interest Act. Limits the imposition of prepayment penalties in connection with high risk home loans. Limits the size of balloon payments in connection with high risk home loans. Limits the imposition of late fees. Effective January 1, 2013.

ELEC CD-VOTER'S GUIDE

Amends the Election Code. Defines "local ballot insert". Authorizes local election authorities to produce or to arrange with the Board for production of local inserts into the guide to contain information on local candidates, questions, and voting. Permits candidates to submit photographs and personal statements for inclusion in the guide.

PEN CD-CASH BALANCE ACCOUNTS

Amends the Illinois Pension Code in relation to the 5 State-funded retirement systems. For persons who first become participants on or after July 1, 2013, creates a new benefit package based on an individual "notional cash balance account" instead of the regular benefits of the systems. The plan provides for a different employee contribution rate; for retirement and survivor's annuities based on the participant's account balance; and for annual increases of the lesser of 3% or 1/2 of the annual increase in the cpi-u. Includes other provisions. Also includes conforming and technical changes. Amends the State Mandates Act to require implementation without reimbursement. Effective January 1, 2013.
