Amends the Children and Family Services Act. Deletes a provision that states that a minor charged with a criminal offense under the Criminal Code of 1961 or adjudicated delinquent shall not be placed in the custody of or committed to the Department of Children and Family Services by any court, except a minor less than 13 years of age committed to the Department of Children and Family Services under the Juvenile Court Act of 1987.

Amends the Criminal Code of 1961. Changes the age at which a person may be convicted of contributing to the criminal delinquency of a juvenile from 21 years and upwards to 17 years and upwards. Effective immediately.
Amends the Technology Advancement and Development Act. Removes a requirement that Challenge Grants be recommended for funding by the Illinois Science and Technology Advisory Committee and the Illinois Coalition. Also, removes authorization for the Departments of Commerce and Economic Opportunity and Natural Resources to cooperate with and provide support to the Illinois Science and Technology Advisory Committee and the Illinois Coalition. Effective immediately.
Amends the Clerk of Courts Act. Allows the circuit court clerk to enter into contracts with third parties guaranteeing the payment of fees by offenders. Authorizes the clerk to negotiate the payment and assessment of convenience and administrative fees by the third parties.
Amends the Illinois Banking Act. Authorizes a bank to furnish information from customer financial records upon request by a law enforcement authority, the Department on Aging or one of its regional administrative or provider agencies, the Department of Human Services Office of Inspector General, or a public guardian. Effective immediately.
Amends the Illinois Vehicle Code. Increases from 6 months to one year the period of statutory summary suspension of a person's driving privileges for failure or refusal to complete testing for alcohol, drugs, or intoxicating compounds.
Amends the Collection Agency Act. Provides that a collection agency may not impose a fee or charge for any child support payments collected through the efforts of a State or local governmental agency. Provides that a collection agency may not impose a fee or charge for the collection of child support payments that exceeds 25% of the amount of child support actually collected by the collection agency.
Makes a reappropriation for FY04 to Northeastern Illinois University from the Capital Development Fund for the Fine Arts Complex. Effective on July 1, 2003.
Amends the State Gift Ban Act by making a technical change to the gift ban Section.
Amends the General Assembly Organization Act. Makes technical changes in a Section concerning the deposit of books, bills, documents, and papers with the Secretary of State.
