Amends the General Assembly Organization Act. Makes technical changes in a Section concerning the deposit of books, bills, documents, and papers with the Secretary of State.

Amends the Metropolitan Water Reclamation District Act. Deletes a provision that establishes a salary for each member of the civil service board of the Metropolitan Water Reclamation District. Provides that compensation for each member of the board shall be established by the District's Board of Commissioners as part of the annual budget process.
Amends the Interagency Wetland Policy Act of 1989. Makes technical changes in a Section concerning the short title.
Amends the Election Code. In counties with 3,000,000 or more population, provides that the county officers electoral board shall serve in place of municipal, township, and educational officers electoral boards of the county other than the municipal officers electoral board of a municipality of 1,000,000 or more population.
Amends the Illinois Horse Racing Act of 1975. Makes technical changes in a Section concerning deposits of fees.
Amends the Clerk of Courts Act. Provides that the Department of Revenue may make rules concerning certification to the Comptroller to intercept tax refunds and other payments to satisfy certain unpaid fees and costs. Provides notice requirements.
Amends the Juvenile Court Act of 1987. Provides that the court may not appoint the Department of Corrections to be the legal guardian of any minor committed to the Department of Corrections.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the short title.
Amends the Senior Citizens and Disabled Persons Prescription Drug Discount Program Act. Provides that the amount paid by eligible seniors and disabled persons enrolled in the program to authorized pharmacies for prescription drugs may not exceed prices agreed upon between the Department and program administrator. Removes language that requires the Department or program administrator to compensate authorized pharmacies for prescription drugs dispensed under the program. Effective immediately.
Amends the Public Building Egress Act. Provides that every stairwell door on every fifth floor of any public building having a height in excess of 80 feet shall remain unlocked at all times. Limits the concurrent exercise of home rule powers.
