Amends the Liquor Control Act of 1934. Makes a technical change to a Section concerning a definition.

Amends the Election Code. Provides that the county electoral board must hear and pass upon objections to the nominations of candidates for municipal, township, and community college district offices. Deletes provisions concerning the municipal officers electoral board, the township officers electoral board, and the education officers electoral board.
Amends the Consumer Installment Loan Act. Limits all fees, interest, and other charges a licensee may impose in connection with a loan to 1,000% of the prime rate charged by the largest commercial bank in Illinois at the time the loan is made.
Amends the Collection Agency Act. Provides that a collection agency may not impose a fee or charge for any child support payments collected through the efforts of a federal, State, or local government agency. Provides that no collection agency that collects child support payments shall (i) impose a charge or fee for collection of a current child support payment, (ii) fail to apply collections to current support as specified in the order for support before applying collection to arrears or other amounts, or (iii) designate a current child support payment as arrears or other amount owed. Requires the Department of Professional Regulation to determine a fee rate of not less than 25% but not greater than 35%, based upon presentation by the licensees as to costs to provide the service and a fair rate of return. Effective immediately.
Amends the Open Meetings Act. Makes technical changes in a Section concerning the short title.
Amends the General Obligation Bond Act. Makes a technical change in a Section concerning bond sale expenses.
Amends the Illinois Sports Facilities Authority Act. Makes a technical change in a Section concerning the short title.
Amends provisions of the Illinois Human Rights Act making it a civil rights violation for the owner or agent of any housing accommodation to: refuse to sell or rent property to a blind, hearing impaired, or physically handicapped person because he or she has a guide, hearing, or support dog; discriminate against such a person in the terms, conditions, or privileges of sale or rental property because the person has such a dog; or require, because such a person has such a dog, an extra charge in a lease, rental agreement, or contract of purchase or sale, other than for actual damage. Provides that the same prohibitions also apply with respect to a mentally handicapped person who has such a dog. Provides that conditions requiring the assistance of such a dog shall be medically documented upon request. Effective January 1, 2005.
Creates the Conveyance Act of 2003. Contains a short title only.
Amends the Code of Civil Procedure. Makes a technical change in a Section concerning the granting of quick-take eminent domain powers to rail carriers.
