Creates the Customer Proprietary Network Information Protection Act. Prohibits a person from selling or disclosing or offering to sell or disclose any customer proprietary network information relating to the telephone service account of any resident of this State, with these exceptions: disclosure that is authorized by law or regulation, an order of any agency having regulatory authority over a telecommunications carrier, or the telephone service accountholder; and disclosure in accordance with a subpoena, warrant, or other lawful process. Provides that a person who knowingly violates the Act commits a Class A misdemeanor and also commits an unlawful practice within the meaning of the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act accordingly.
Amends the Criminal Code of 1961. Provides that any business conducted that: (1) violates a public right; (2) produces a common injury; (3) obstructs a public right; and (4) causes a public annoyance and any building used in the conduct of that business is a public nuisance and may be abated. Provides that the number of persons annoyed by the activities of the business is not a determinative factor as to whether the activities constitute a public nuisance but the possibility of annoyance to the public by the invasion of its rights. Provides that an activity may constitute a public nuisance if it injures the public generally who may be so circumstanced as to come within its influence.
Amends the Budget Stabilization Act. Makes a technical change in a Section concerning the short title.
Amends the Code of Civil Procedure. Makes a technical change in the short title Section.
Creates the Identity Document Protection Act. Provides that no identity document created, mandated, or issued by the State, a unit of local government, or a school district may contain a contactless integrated circuit that can broadcast personal information or enable personal information to be scanned remotely. Exempts the Toll Highway Authority I-Pass system. Limits the concurrent exercise of home rule powers. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a retailer may not offer for sale or sell any article that has a contactless integrated circuit attached to it without notifying the consumer and affording the consumer the opportunity to have the circuit removed at no charge to the consumer.
Amends the Illinois Procurement Code. Makes a technical change in a Section defining "Associate Procurement Officers".
