Creates the Firearm Liability Act. Provides that a firearm transferor is strictly liable in a civil action for death, injury, or property damage resulting from the use of a firearm that was unlawfully sold, transferred, or caused to be sold or transferred. Provides that the plaintiff may recover punitive damages in addition to all other lawful damages, court costs, and attorney's fees. Provides that a defendant found strictly liable under this Act must pay $10,000 in a civil penalty to the Department of State Police if the defendant sold, transferred, or caused to be sold or transferred a firearm in violation of certain provisions of the Firearm Owners Identification Card Act or the Criminal Code of 1961. Provides that an action under this Act must be commenced within 5 years after the cause of action accrued.

Amends the Illinois Landscape Architecture Act of 1989. Replaces all references to "Director of Professional Regulation" with "Secretary of Financial and Professional Regulation", all references to "Department of Professional Regulation" with "Department of Financial and Professional Regulation", and all references to "registration" with "licensure" throughout the Act. Adds provisions concerning the application of the Act, display of license, seal, and continuing education. Repeals a Section that exempts any person who engages in the practice of landscape architecture, but does not represent himself as, or use the titles of, "landscape architect" or "registered landscape architect" from the Act. Makes other changes. Effective January 1, 2007.
Creates the Medical Malpractice Act. Contains only a short title provision.
Appropriates $2,908,302.83 to the Department of Children and Family Services for contracts with and grants to C.A.U.S.E.S. Effective July 1, 2006.
Amends the Counties Code. Increases certain fees charged by sheriffs in third class counties. Provides that specific fees collected by sheriffs in third class counties must be used for public safety purposes.
Amends the Riverboat Gambling Act. Makes a technical change in a Section concerning the annual report of the Board.
Amends the Code of Civil Procedure. Provides that wages, salary, commissions, and bonuses subject to collection under a deduction order, for any work week shall be the lesser of the listed amounts (instead of the maximum wages, salary, commission, and bonuses subject to collection shall not exceed the lesser of the listed amounts). Provides that an order shall be entered compelling the employer to deduct from wages of the judgment debtor subject to collection under a deduction order an amount which is (instead of an amount not to exceed) the lesser of the listed amounts.
Amends the Electric Service Customer Choice and Rate Relief Law of 1997 in the Public Utilities Act. Provides that the "mandatory transition period" extends through the date on which the Illinois Commerce Commission has approved declarations of competitive service for all classes of service offered in the service areas of all electric utilities that, on December 31, 2005, served at least 100,000 customers (now, the mandatory transition period extends through January 1, 2007). Prohibits the Commission from taking certain actions prior to June 1, 2007 (now, the prohibition is during the mandatory transition period) with respect to (i) initiating, authorizing, or ordering any change by way of increase or (ii) in approving an application for a merger, imposing a condition requiring any filing for an increase, decrease, or change in or other review of an electric utility's rates, or enforcing such a condition. Deletes a provision prohibiting the Commission from initiating, authorizing, or ordering any change by way of a decrease. Deletes a provision that provides that the Commission is not prohibited from approving the application of an electric utility to implement an alternative to rate of return regulation or a regulatory mechanism that rewards or penalizes the utility through adjustment of rates based on utility performance. Provides that, during the remainder of the mandatory transition period, if any, the Commission may modify rates. Requires the Commission to hold a hearing on any petition by an electric utility requesting the Commission to declare a tariffed service provided by the utility to be a competitive service (now, the Commission shall hold a hearing if the Commission deems it necessary). Provides that the Commission shall only declare the class of tariffed service to be a competitive service if the electric utility demonstrates that at least 33% of the customers in the electric utility's service area that are eligible to take the class of tariffed service instead take service from alternative retail electric suppliers and that at least 3 alternative retail electric suppliers provide service that is comparable to the class of tariffed service to those customers in the utility's service area that do not take service from the electric utility (now, the Commission is required to declare the service to be a competitive service for an identifiable customer segment or group of customers or a clearly defined geographical area within the electricity's service area if the service or a reasonably equivalent substitute service is reasonably available to the customer segment or group or in the defined geographical area at a reasonable price from one or more other providers other than the electric utility or an affiliate and the utility has lost or is reasonably likely to lose business for the service to the other provider or providers). Contains provisions regarding determinations and final orders. Effective immediately.
Amends the Illinois Procurement Code. Prohibits the State from entering into contracts with a bank or other financial institution that (i) charges a fee of more than 50 cents per transaction for transactions at an ATM owned or operated by the bank or financial institution or (ii) charges its customers a fee of more than 50 cents per transaction for transactions at an ATM not owned or operated by the bank or financial institution.
Amends the Illinois Human Rights Act. Makes a technical change in a Section concerning the short title.
