GUN VIOLENCE RESTRAIN ORDER

Amends the Firearm Owners Identification Card Act. Provides that an immediate family member of a person or a law enforcement officer may file a petition requesting that the court issue either a plenary or ex parte gun violence restraining order enjoining the subject of the petition from having in his or her custody or control, owning, purchasing, possessing, or receiving a firearm or firearm ammunition. Provides that a court may issue a gun violence restraining order if the petition, supported by an affidavit made in writing and signed by the petitioner under oath, or an oral statement, and any additional information provided to the court that shows that there is a substantial likelihood that both of the following are true: (1) the subject of the petition poses a clear and present danger of personal injury to himself, herself, or another by having in his or her custody or control, owning, purchasing, possessing, or receiving a firearm; and (2) a gun violence restraining order is necessary to prevent personal injury to the subject of the petition or another because less restrictive alternatives either have been tried and found to be ineffective, or are inadequate or inappropriate for the circumstances of the subject of the petition. Amends the Firearm Concealed Carry Act to make conforming changes.

MUNI CD-APPOINTED OFFICERS

Amends the Illinois Municipal Code. Provides that an attorney or a corporation counsel appointed under this Section who is retained pursuant to an engagement letter or contract, is not exclusively employed by a single municipality, is not subject to a fixed term of office, and whose compensation is not required to be fixed shall not be deemed a municipal or public officer for purposes of the Illinois Municipal Code, the Public Officers Prohibited Activities Act, or the State Officials and Employees Ethics Act.

ANIMALS-VETERINARY KENNELS

Amends the Animal Welfare Act. Provides that the definition of "kennel operator" does not include an animal control facility operated directly by a government agency; a veterinary hospital that does not board animals overnight for other than ongoing veterinary treatment; or a person who owns, has possession of, or harbors 5 or fewer females capable of reproduction, unless the animals are being kept overnight for a fee or compensation. Requires veterinary hospitals engaged in boarding services to obtain kennel operator licenses. Requires applicants for original licensure to provide proof of zoning compliance. Provides that the Illinois Department of Agriculture may refuse to issue a license if the applicant, or a known prospective employee of the applicant, has ever been convicted of violating an animal cruelty statute. Provides that the Department shall not (instead of may refuse to) issue or renew a license and shall (instead of may) suspend or revoke a license if an applicant or licensee has engaged in certain activities or made certain types of misleading statements. Increases licensing fees. Amends the Humane Care for Animals Act. Changes the definition of "animal shelter" to exclude veterinary hospitals or clinics that also operate overnight boarding facilities.

CRIM CD-IMITATION FIREARMS

Amends the Criminal Code of 2012. Adds an Imitation Firearms Article to the Code. Prohibits the sale of an imitation firearm in the State and of a BB device that is an airsoft gun that expels a projectile, such as a BB or pellet, that is 6mm or 8mm caliber which does not meet certain criteria. Provides that the criteria includes, if the airsoft gun is configured as a handgun, a blaze orange ring on the barrel required by federal law, a trigger guard that has fluorescent coloration over the entire guard, and a 2 centimeter wide adhesive band around the circumference of the protruding pistol grip that has fluorescent coloration. Adds certain additional criteria if the airsoft gun is configured as a rifle or long gun. Provides that a person who sells an imitation firearm in the State is guilty of a Class A misdemeanor. Provides that a person who sells a BB device that does not meet the criteria specified in the Imitation Firearms Article is guilty of a Class A misdemeanor. Provides exemptions. Defines "imitation firearm" as any BB device, toy gun, replica of a firearm, or other device that is so substantially similar in coloration and overall appearance to an existing firearm as to lead a reasonable person to perceive that the device is a firearm.

ANIMAL CONTROL-DATABASE

Amends the Animal Control Act. Provides that each Administrator shall post on his or her website: (1) all locations in the county that impound dogs and cats; (2) the operating hours of those locations; (3) the contact information for those locations; and (4) the applicable redemption fees for dogs and cats. Provides that any dog found to be vicious must be listed in a database by the Administrator or Director, along with any other dangerous wild animals. Provides that the database shall include the name, current address, contact information, and other pertinent information of the owner, and the database shall be made available to first responders in the region in order to put them on notice before they respond to a call to any location.

CRIM CD-REPLICA FIREARMS

Amends the Criminal Code of 2012. Provides that it is a Class B misdemeanor for a person to purchase, possess, conceal, use, sell, give away, or otherwise transfer, or to engage in the business of selling or to exhibit for sale, a replica firearm, paint pellet, or paint pellet gun in the State. Provides that each replica firearm shall have as an integral part, permanently affixed, a blaze orange plug inserted in the barrel of the replica firearm. Provides that the plug shall be recessed no more than 6 millimeters from the muzzle end of the barrel of the firearm. Provides exceptions. Provides that each purchase, use, sale, gift, or transfer of any replica firearm, paint pellet, or paint pellet gun in violation of this provision shall be deemed a separate and distinct offense, and each day a person unlawfully engages in the business of selling or exhibits for sale any replica firearm, paint pellet, or paint pellet gun in violation of this provision is a separate and distinct offense. Effective immediately.

INS CD-PROP AND CASUALTY RATES

Amends the Illinois Insurance Code. Provides that no premium associated with a property or casualty policy that is amended, delivered, issued, or renewed after the effective date of the Act may be based on an individual insured's immigration status. Effective January 1, 2016.

FOID CARD-TERRORIST WATCHLIST

Amends the Firearm Owners Identification Card Act. Provides that the Department of State Police has authority to deny an application for or to revoke and seize a Firearm Owner's Identification Card (FOID card) previously issued under the Act if the Department finds that the applicant or the person to whom the card was issued is or was at the time of issuance a person named on the consolidated Terrorist Watchlist maintained by the Terrorist Screening Center administered by the Federal Bureau of Investigation.
