Amends the Condominium Property Act. Provides that the purchaser of a condominium unit at a judicial foreclosure sale, other than a mortgagee, who takes possession of a condominium unit pursuant to a court order or a purchaser who acquires title from a mortgagee shall have the duty to pay the proportionate share, if any, of the common expenses for the unit (instead of which would have become due in the absence of any assessment acceleration during the 6 months immediately preceding institution of an action to enforce the collection of assessments) which remain unpaid by the owner during whose possession the assessments accrued and also the proportionate share, if any, of the common expenses for the unit which remain unpaid between the last date of the owner's possession and the date that the purchaser of the condominium unit at a judicial sale, or a mortgagee who receives title to the unit by deed in lieu of foreclosure or judgment by common law strict foreclosure or otherwise takes possession of the unit pursuant to court order under the Illinois Mortgage Foreclosure Law.

Amends the Illinois Vehicle Code. Provides that it is unlawful for any person under the age of 16 to operate or be a passenger on a bicycle on a highway, multipurpose public path, or other public right-of-way unless at all times when the person is so-engaged he or she wears a protective bicycle helmet of good fit fastened securely upon the head with the straps of the helmet. Provides that it is unlawful for any person to be a passenger on a bicycle on a highway, multipurpose public path, or other public right-of-way unless, with respect to any person who weighs fewer than 40 pounds or is less than 40 inches in height, the person can be and is properly seated in and adequately secured to a bicycle safety seat. Provides that it is a civil offense for any parent or legal guardian of a person below the age of 12 to permit the person to operate or be a passenger on a bicycle in an unlawful manner. Provides that it is unlawful to rent or lease any bicycle to or for the use of any person under the age of 16 on a highway, multipurpose public path, or other public right-of-way unless certain conditions are met. Provides that in no event shall failure to wear a protective bicycle helmet or to secure a passenger to a restraining seat be admissible as evidence in a trial of any civil action. Provides that a law enforcement officer observing any violation of this amendatory Act shall issue a warning to the person for the first offense and a citation to the person for the second or subsequent offense, but shall not arrest or take into custody any person solely for a violation of this amendatory Act. Effective immediately.
Creates the Cigarette Delivery Sales Reporting Act. Imposes reporting requirements on persons who sell cigarettes for delivery by mail or a delivery service. Includes civil penalties for noncompliance. Amends the Cigarette Tax Act and the Tobacco Products Tax Act of 1995. Requires a retailer of cigarettes or tobacco products to obtain a retailer's license from the Department of Revenue; specifies qualifications, fees, and penalties for noncompliance; provides for mandatory suspension or revocation of a retailer's license for repeated violations of the Sale of Tobacco to Minors Act. Also makes changes in definitions, reporting requirements, and civil and criminal penalties. Amends the Illinois Lottery Law, the Department of Revenue Law of the Civil Administrative Code of Illinois, the Cigarette Use Tax Act, the Liquor Control Act of 1934, and the Sale of Tobacco to Minors Act to make corresponding changes.
Amends the Illinois Public Aid Code. Eliminates facilities licensed under the MR/DD Community Care Act from the definition of "long-term care facility" in the Long-Term Care Provider Funding Article of the Code. Eliminates facilities licensed under the MR/DD Community Care Act from the definition of "nursing home" in the Nursing Home License Fee Article of the Code. Effective immediately.
Amends the Property Tax Code. Provides that, in Cook County, the alternative general homestead exemption applies on a permanent basis. Increases the maximum amount of the exemption to $40,000. Effective immediately.

Amends the Illinois Vehicle Code. Creates the offenses of driving with a screen device operating, a Class 1, 3, or 4 felony or a Class A misdemeanor depending on specified circumstances, and unlawful installation of television, monitor, or similar device, a Class A misdemeanor. Provides that a person commits the offense of driving with a screen device operating when the person is driving a motor vehicle that has a television, video monitor, portable computer, or any other similar means operating that is capable of providing a visual display in full view of a driver in a normal driving position while the motor vehicle is in motion. Provides that a person commits the offense of unlawful installation of television, monitor, or similar device if the person installs or alters a television, video monitor, portable computer, or any other similar means capable of providing a visual display that is in full view of a driver of a motor vehicle in a normal driving position while the motor vehicle is in motion. Provides several exceptions and an affirmative defense. Renames a "cellular radio telecommunication device" as a "mobile communication device", and modifies the definitions of a "mobile communication device" and "using a mobile communication device" to prohibit text messaging and other similar uses of mobile communication devices (instead of prohibiting just talking, listening to, and dialing telephonic communications) for purposes of expanding a provision prohibiting the use of mobile communication devices by school bus drivers. Repeals a provision relating to the use of video devices while driving. Effective immediately.
Amends the Juvenile Court Act of 1987 and the Criminal Code of 1961. Provides that a minor shall not knowingly and voluntarily and without threat or coercion use a computer or electronic communication device to transmit an indecent visual depiction of himself or herself to another person. Provides that a person shall not possess a visual depiction transmitted to the person in violation of this provision. Provides that it is not a violation if the person who receives the depiction took reasonable steps, whether successful or not, to destroy or eliminate the visual depiction within a reasonable time after discovering the depiction. Provides that a person 18 years of age or older who violates the provision is guilty of a Class B misdemeanor. Provides that a minor who transmits the indecent visual depiction shall be adjudicated a delinquent minor under the Juvenile Court Act of 1987. Provides that a minor who transmits the indecent visual depiction who has previously been adjudicated for such violation may be either adjudicated a delinquent minor under the Juvenile Court Act of 1987 or subject to discretionary transfer for prosecution under the criminal laws of the State in accordance with the Juvenile Court Act of 1987. Provides for the automatic expungement of the juvenile law enforcement and court records of a minor charged with or adjudicated delinquent for the violation.
Amends the Illinois Insurance Code, the Voluntary Health Services Plans Act, and the Voluntary Health Services Plans Act to require coverage for hearing instruments and related services for all individuals when a hearing care professional prescribes a hearing instrument. Provides that an insurer shall provide coverage for up to $2,500 per hearing aid per insured's hearing impaired ear subject to certain restrictions. Provides that an insurer shall not be required to pay a claim if the insured filed such a claim 36 months prior to the date of filing the claim with the insurer and the claim was paid by any insurer. Effective immediately.
Amends the Animal Welfare Act. Sets forth disclosure requirements for any dog or cat made available for adoption or sale by an animal shelter, animal control facility, or pet shop operator, including adoptions or sales available over the internet. Sets forth certain requirements concerning an acknowledgement of disclosures form which must be signed by the customer or adopter and the pet shop operator or authorized representative of the animal shelter or animal control facility. Makes other changes. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that any person who knowingly violates the disclosure requirements for a pet shop operator who sells a dog or cat under the Animal Welfare Act commits an unlawful practice. Effective January 1, 2011.
