URGE GOV/SOS-HELMET TASK FORCE

Urges the Governor and the Illinois Secretary of State to convene a task force or working group to explore, discuss, and coordinate efforts to conduct a public awareness campaign to educate the general public about the value of cycling to children, along with the safety benefits of children wearing bicycle helmets.

DOMESTIC WORKERS-RIGHTS

Amends the Illinois Human Rights Act. Provides that the employment discrimination Article of the Act applies to domestic workers. Amends the Minimum Wage Law. Provides that the overtime provisions of the Law apply to domestic workers. Amends the One Day Rest In Seven Act. Provides that every person employed as a domestic worker shall be allowed at least 24 consecutive hours of rest in every calendar week. Provides that a domestic worker may voluntarily agree to work on such day of rest; provided that the worker is compensated at the overtime rate for all hours worked on such day of rest. Provides that the day of rest should, whenever possible, coincide with the traditional day reserved by the domestic worker for religious worship. Provides that after one year of work with the same employer a domestic worker shall be entitled to at least 3 days of rest in each calendar year at the regular rate of compensation.

PUB HEALTH-COMM HEALTH CTR

Creates the Community Health Center Construction Act. Provides that the Capital Development Board, in consultation with the Department of Public Health, shall establish the Community Health Center Construction Grant Program and may make grants to eligible community providers subject to appropriations. Provides that the grants shall be for the purpose of constructing or renovating new community health center sites, renovating existing community health center sites, and purchasing equipment to provide primary health care services to certain populations or areas. Contains provisions concerning grants, eligibility for grants, use of grant moneys, and reporting. Effective immediately.

INS-CANCER-DRUG-CLINIC TRIAL

Amends the State Employees Group Insurance Act of 1971, Counties Code, Illinois Municipal Code, School Code, Illinois Insurance Code, Health Maintenance Organization Act, and Voluntary Health Services Plans Act. Provides that accident and health insurance policies that provide coverage for prescription drugs or cancer chemotherapy treatment must provide coverage for prescribed orally-administered cancer medication used to kill or slow the growth of cancerous cells. Provides that an insurer shall ensure that the financial requirements and treatment limitations for orally-administered cancer medication coverage are no more restrictive than the requirements and limitations applied to intravenously administered cancer medications. Provides that accident and health insurance policies shall provide coverage to a qualified individual for participation in a qualified clinical cancer trial. Provides that an insurer shall not deny, limit, or impose additional conditions on the coverage of routine patient costs. Provides that the payment rate shall be at the agreed rate for covered items and services provided by a participating provider and at the usual and customary rate for covered items and services provided by a nonparticipating provider. Makes other changes. Contains a nonacceleration clause. Effective immediately.

DCEO-MICROLOAN PROGRAM

Creates the Microloan Program Act. Authorizes the Director of Commerce and Economic Opportunity to (i) make loans to eligible intermediaries for the purpose of making short-term, fixed rate loans to certain business concerns, (ii) make grants to those intermediaries to provide marketing, management, and technical assistance to small business concerns, and (iii) make grants to non-profit entities for the purpose of providing marketing, management, and technical assistance to low-income individuals under certain circumstances. Specifies criteria that eligible intermediaries must satisfy. Sets forth requirements for loans made to intermediaries; marketing, management, and technical assistance grants to intermediaries; private sector borrowing technical assistance grants; and loans to small business concerns from eligible intermediaries. Requires the Department to file certain reports with the General Assembly. Amends the State Finance Act to create the Business Loan and Investment Fund as a special fund in the State treasury. Authorizes the Department, subject to appropriation, to use the moneys in the Fund to carry out the purposes of the Microloan Program Act.

Appropriates the amount of $29,100,000, or so much thereof as may be necessary, from the General Revenue Fund to the State Board of Education for the loan of secular textbooks listed for use by the State Board of Education free of charge to any student in the State who is enrolled in grades kindergarten through 12 at a public school or at a school other than a public school which is in compliance with the compulsory attendance laws of the State and Title VI of the Civil Rights Act of 1964. Effective July 1, 2010.

GAMING BD-SEPARATE FRM REVENUE

Amends the Department of Revenue Law of the Civil Administrative Code of Illinois and the Riverboat Gambling Act. Separates the Illinois Gaming Board from the Department of Revenue for the purposes of enforcing and administering the Riverboat Gambling Act. Makes conforming changes. Prohibits members of the Board from holding any other public office (rather than any other public office for which he or she shall receive compensation) and from engaging in any political activity. Provides for an annual salary for Board members. Makes changes regarding disclosure of equity interests of the Board members and their spouses and children. In provisions concerning the powers and duties of the Board, removes language allowing the Director of Revenue to delegate responsibility for the administration and enforcement of certain Acts concerning gaming to the Board and adds language concerning appointing investigators and contracting with the Departments of State Police and Revenue for the use of investigators. Makes changes concerning appropriations from the State Gaming Fund. Amends the Executive Reorganization Implementation Act. Excludes the Illinois Gaming Board from the definition of "agency directly responsible to the Governor". Amends the Illinois Pension Code. In the State Employees Article, adds investigators for the Illinois Gaming Board to provisions concerning the alternative formula. Exempts the changes from provisions concerning new benefit increases. In the Judges Article, allows a participant who, on January 1, 2007, is serving on the Illinois Gaming Board to continue to receive benefits despite that service. Exempts the changes from provisions concerning new benefit increases. Makes other changes. Effective July 1, 2009.

ALCOHOL ENERGY DRINK BAN

Amends the Liquor Control Act of 1934. Provides that no product that combines beer or any other alcoholic liquor with caffeine, guarana, taurine, or other similar substances that are commonly referred to as "alcohol energy drinks" may be imported into the State or produced, manufactured, distributed, sold, or offered for sale in this State by a licensee under the Act.

VEH CD-SEAT BELTS-SCHOOL BUS

Amends the Illinois Vehicle Code. Provides that, beginning July 1, 2010, each school bus that is purchased new shall be equipped with seat safety belts for each passenger. Provides that the State Board of Education shall adopt rules to ensure that school districts require all passengers on those buses to wear seat safety belts. Provides that, except for willful or wanton misconduct, a school bus driver may not be held personally liable for the failure of passengers to wear seat safety belts. Pre-empts the exercise of home rule powers. Makes a corresponding change in the Illinois Municipal Code. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.
