Designates the month of March 2009, and every March thereafter, as "Women's History Month" in the State of Illinois.

Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the Department of Juvenile Justice.
Amends the Emergency Medical Services (EMS) Systems Act. Provides that the Director of the Illinois Department of Public Health shall develop a working group to advise the Department on Primary Stroke Center Systems; that this work group shall have representation from the following groups: EMS Medical Directors; hospital administrators; neurologists from accredited Primary Stroke Centers; EMS Coordinators; stroke advocates; fire chiefs in Illinois; private ambulance providers; and a representative from the State Emergency Medical Services Advisory Council; and that this group shall also develop and submit a statewide stroke assessment tool to the Department for final approval, a copy of which shall be disseminated to all EMS Systems for adoption no later than January 15, 2011. Effective immediately.
Amends the Alternative Health Care Delivery Act. Makes a technical change in the Section concerning definitions.
Amends the Unemployment Insurance Act. Provides that none of the amount received by an individual as primary social security old age and disability retirement benefits shall constitute disqualifying income.
Amends the Covering ALL KIDS Health Insurance Act and the Illinois Public Aid Code. Provides that beginning January 1, 2010, the physician fee schedule for the Covering ALL KIDS Health Insurance Program and for pediatric physician specialists under the medical assistance program must increase to become competitive with those of non-governmental, third-party health insurance programs. Provides that by January 1, 2012, the payment for a pediatric specialty physician service must not be lower than Medicare reimbursement in accordance with the Medicare payment localities for Illinois. Provides that the Department shall annually increase pediatric specialty physician payments under the provisions of the Act by an amount approximately equal to one-third of the difference between the actual rates available for such purposes on January 1, 2009 and the Medicare reimbursement rates effective on January 1, 2007. Makes other changes.
Requests that the State Board of Education, the Department of Human Services School Health Program, and the Department of Public Health Division of Chronic Disease Prevention and Control establish a task force to study and compile a report on: (1) identification of current student health needs and the level of health services required to address such needs; (2) regulatory conflicts that limit delivery of school health services to students in need along with possible solutions; and (3) needed support for and monitoring of school health services.
Creates the Illinois Energy Efficiency and Conservation Block Grant Act. Provides that the Green Governments Coordinating Council shall be the State governmental body responsible for applying for and distributing any and all energy efficiency and conservation grant money pursuant to the federal Energy Independence and Security Act of 2007. Sets forth the duties of the Green Governments Coordinating Council with respect to those grant moneys. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the Department of Juvenile Justice.
