Amends the Nurse Practice Act. Makes a technical change in a Section concerning a licensed practical nurse's scope of practice.
Amends the Alternative Health Care Delivery Act. Makes a technical change in the Section concerning definitions.
Amends the Election Code if and only if Senate Bill 1466 becomes law. Sets limits on contributions from political party committees to candidate political committees during an election cycle at which candidates seek election at a general election. Effective January 1, 2011.
Amends the Lobbyist Registration Act. In reports, requires the registrant to disclose the street address, city, state, zip code, telephone number, and fax number of persons employing or retaining registrant (as well as other information) and file a copy of the written agreement or a written summary of the oral agreement that binds the registrant with the employer. If the agreement between registrant and employer is oral, then the summary must include (i) whether the registrant is authorized to incur expenditures on behalf of the employer, (ii) whether expenditures the registrant incurs will be reimbursed by the employer, (iii) how the registrant's lobbying-related compensation, if any, is determined including, but not limited to, the length of the contract and method of payment (such as salary, monthly retainer, hourly fee, or other basis), and (iv) the rate of compensation. Provides that failure to file a required report within the time designated or filing a report with false, materially misleading, or materially incomplete information constitutes a violation of the Act. Requires a registrant to preserve for a period of at least 2 years all receipts, statements, and records used in preparing the reports.
Amends the Nurse Practice Act. Removes references to a written collaborative agreement throughout the Act. Provides that an advanced practice nurse's scope of practice includes collaboration and consultation with or referral to a physician or other appropriate health-care professional for patient care needs that exceed the APN's scope of practice, education, or experience. Provides that as part of the professional scope of advanced practice nursing, an advanced practice nurse possesses prescriptive authority appropriate to his or her specialty, scope of practice, education, and experience. Such prescriptive authority shall include the authority to prescribe, select, order, administer, store, accept samples of, and dispense over-the-counter medications, legend drugs, medical gases, certain controlled substances, and other preparations, including botanical and herbal remedies. Amends various other Acts to make related changes. Effective immediately.
Amends the Limited Health Service Organization Act. Makes a technical change in a Section concerning claims liability.
Creates the Consumer Alternatives Program Act. Directs the Department of Human Services to implement the Consumer Alternatives Program to prevent or avoid the unnecessary institutionalization of individuals with mental or substance use disorders or a co-occurring disorder of mental illness and substance abuse, and to provide cost effective, community residential settings and supports that enable these individuals to live successfully in the community. Requires implementation of the Program during fiscal year 2011. Contains provisions concerning the funding and establishment of community-based services and community-based integrated residential settings; training programs on community-based alternatives for institutional discharge staff; and outreach activities. Provides that participants in the program may receive certain services including a comprehensive evaluation and diagnosis assessment; family or individual support services; case coordination services; and vocational training. Prohibits discrimination in employment based on an individual's mental or substance abuse disorder. Requires the Department of Commerce and Economic Opportunity to assist the Department of Human Services in developing housing assistance programs aimed at promoting and assisting individuals in their transition from institution-living to community-based residency. Effective July 1, 2010.

Amends the Downstate Teacher and the Chicago Teacher Articles of the Illinois Pension Code. Allows a designated domestic partner to qualify as a surviving spouse for purposes of survivor and death benefits. Effective immediately.
