Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that the Department of Human Services shall develop a training program for authorized direct care staff to administer medications (deletes oral and topical) under the supervision and monitoring of a registered professional nurse. Defines "medications" and "insulin in an injectable form" in relation to direct care staff administering medications to persons with a developmentally disability under the supervision and monitoring of a registered professional nurse in settings of 16 persons or fewer that are funded or licensed by the Department of Human Services and that distribute or administer medications and intermediate care facilities for the developmentally disabled with 16 beds or fewer that are licensed by the Department of Public Health. Establishes procedures in relation to direct care staff administering insulin. Effective immediately.

Amends the Older Adult Services Act. Adds provisions creating a Home Care Consumer Bill of Rights, which includes the following rights: to basic safety; to information concerning the availability of home care services and other matters; to choice, participation, and self-determination in connection with planning home care services; to care and services provided in a way that promotes a consumer's dignity and individuality; and to redress of grievances. Requires the Department on Aging, in collaboration with the departments of Public Health and Healthcare and Family Services and other agencies, to develop a plan for enforcing the Home Care Consumer Bill of Rights. Effective immediately.
Amends the School Code. Replaces provisions concerning State goals and assessment. Requires the State Board of Education to establish the academic standards that are to be applicable to students who are subject to State assessments, with public participation. Provides that (i) beginning no later than the 2014-2015 school year, the State Board shall annually assess all students enrolled in grades 3 through 8 in English language arts and mathematics; (ii) beginning no later than the 2017-2018 school year, the State Board shall annually assess all students in science at one grade in grades 3 through 5, at one grade in grades 6 through 9, and at one grade in grades 10 through 12; and (iii) the State Board shall annually assess schools that operate a secondary education program in English language arts and mathematics. Provides that the State Board shall administer no more than 3 assessments, per student, of English language arts and mathematics for students in a secondary education program and one of these assessments shall include a college and career ready determination. Provides that students who are not assessed for college and career ready determinations may not receive a regular high school diploma unless the student is exempted from taking State assessments. Sets forth provisions concerning students receiving special education services and students determined to have limited English proficiency, results of scores, the National Assessment of Educational Progress, and local assessments. Makes related changes. Effective July 1, 2014.
Amends the Emergency Medical Services (EMS) Systems Act. Changes the terms "Emergency Medical Technician-Paramedic (EMT-P)" to "Paramedic", "Emergency Medical Technician-Basic (EMT-B)" to "EMT", and "Pre-hospital RN" to "Pre-Hospital Registered Nurse". Adds a new category of license for Advanced Emergency Medical Technicians (AEMT). Provides for the licensure (instead of certification) of Pre-Hospital Registered Nurses and Emergency Communications Registered Nurses. Repeals a provision that defined the term "First Responder" and provided for the licensure of First Responders. Creates a category of license for Emergency Medical Responders. Provides educational requirements for Emergency Medical Responders. Provides that the definitions of basic life support services, intermediate life support services, and advanced life support services shall include the services outlined in the National EMS Education Standards (instead of in the national curriculum of the United States Department of Transportation). Authorizes the Department to suspend, revoke, or refuse to issue or renew the license of an Emergency Medical Dispatcher, Lead Instructor, Pre-Hospital Registered Nurse, or Emergency Communications Registered Nurse. Adds the category of AEMT to provisions concerning EMTs in the Firemen's Disciplinary Act, the Volunteer Emergency Worker Job Protection Act, the Illinois Municipal Code, the Fire Protection District Act, the AIDS Confidentiality Act, the Good Samaritan Act, the Workers' Compensation Act, and the Workers' Occupational Diseases Act. Makes corresponding changes in the Boxing and Full-contact Martial Arts Act, the Abandoned Newborn Infant Protection Act, the Coal Mine Medical Emergencies Act, the Burn Injury Reporting Act, the Illinois Vehicle Code, and the Good Samaritan Act. Makes other changes. Effective immediately.
If and only if Senate Bill 26 of the 98th General Assembly becomes law, amends: the Specialized Mental Health Rehabilitation Act of 2013 by making various changes concerning the composition and duties of and support to the working group created by the Act; and the Mental Health and Developmental Disabilities Code by providing that the creation of comparable programs for the services contained in the Specialized Mental Health Rehabilitation Act of 2013 for community-based providers by the Division of Mental Health of the Department of Human Services shall be in concert with the Division of Alcohol and Substance Abuse of the Department of Human Services and the Department of Healthcare and Family Services. Effective immediately.
Creates the Urban Flooding Awareness Act. Defines "urban flooding". Provides that, by June 30, 2015, the Department of Natural Resources, in consultation with the Illinois Emergency Management Agency, the Illinois Environmental Protection Agency, the Illinois Housing Development Authority, the Department of Commerce and Economic Development, the Department of Insurance, the Federal Emergency Management Agency, the Metropolitan Water Reclamation District of Greater Chicago, the Illinois State Water Survey of the University of Illinois, and other State, regional, and local storm water management agencies, thought leaders, and interested parties, shall submit to the General Assembly and the Governor a report that reviews and evaluates the latest available research, laws, regulations, policies, procedures, and institutional knowledge concerning issues of urban flooding. Effective immediately.
Amends the Charitable Trust Act. Makes a technical change in a Section concerning the applicability of the Act.
Amends the Public Utilities Act. Creates a provision that provides that the Director of the Office of Retail Market Development shall conduct research, gather input, and develop and present a detailed plan designed to promote retail natural gas competition for residential and small commercial natural gas consumers. Provides that interested parties shall be given the opportunity to review the plan and provide written comments regarding the plan prior to its submission. Provides that to the extent the plan calls for Illinois Commerce Commission action, the Commission shall initiate any proceeding or proceedings called for in the final plan within 60 days after receipt of the final plan and complete those proceedings within 11 months after their initiation; nothing shall prevent the Commission from acting earlier to remove identified barriers to retail natural gas competition for residential and small commercial consumers. Effective immediately.
Amends the Election Code. Makes a technical change in a Section concerning the short title.
Amends the Food Handling Regulation Enforcement Act. Provides that regulation of farmers' markets by local authorities may be no more stringent than the regulation established by the Department of Public Health. Establishes a framework for the regulation of food samples. Makes a corresponding change in the Sanitary Food Preparation Act. Imposes requirements for disclosure of product origin with respect to specialty crops and raw agricultural commodities. Authorizes a State-certified local public health department to impose a fee in connection with the registration of a cottage food operation. Effective immediately.
