Amends the Clinical Psychologist Licensing Act to include the certification of prescribing clinical psychologists. Provides that the Department of Financial and Professional Regulation shall certify licensed, doctoral-level psychologists to prescribe and dispense drugs in accordance with applicable State and federal laws. Sets forth application and renewal requirements, prescribing practices, controlled substance compliance requirements, and requirements concerning interaction with the State Board of Pharmacy of the Department, as the areas relate to prescribing clinical psychologists and prescriptive authority. Grants certain rulemaking authority to the Clinical Psychologist Licensing and Disciplinary Board. Makes other changes. Amends the Nursing and Advanced Practice Nursing Act, the Pharmacy Practice Act of 1987, and the Illinois Controlled Substances Act to make corresponding changes.

Amends the Energy Efficient Commercial Building Act. Changes the name to the Energy Efficient Building Act. Provides a definition of "building". Applies the Act to all buildings (now, all commercial buildings). Provides that any unit of local government that has adopted the efficiency standards of the 2000 International Energy Conservation Code, with the 2001 supplement, on or before January 1, 2007, may continue to regulate energy efficient building standards under that Code. Effective immediately.
Amends the Illinois Income Tax Act. Deletes the provision that refunds with respect to the earned income tax credit are subject to the availability of funds from the federal Temporary Assistance for Needy Families Block Grant and the State's ability to meet its required Maintenance of Effort. Effective immediately.
Amends the Higher Education Student Assistance Act. Makes a technical change concerning the Act's purpose.
Amends the Ambulatory Surgical Treatment Center Act. Provides that on and after the effective date of this amendatory Act, no license shall be granted or renewed under the Ambulatory Surgical Treatment Center Act until the applicant seeking the license submits to the Department of Public Health, and the Department approves, a plan for the service of medically underserved populations that details for each of the facility's next 5 years of operation (i) the proportion of its total projected patients in the categories of indigent and Medicaid recipients and (ii) how the facility will serve those patients. Requires the Department to adopt rules for implementing the requirement of a plan for the service of medically underserved populations, including the development of appropriate minimum proportions of facility patients in the categories of indigent and Medicaid recipients. Effective immediately.
Urges the members of the 110th United States Congress and the President of the United States to enact legislation that establishes a regulatory pathway authorizing the Secretary of Health and Human Services to approve abbreviated applications for biological products that are comparable to previously approved biological products.
Amends the Clinical Psychologist Licensing Act. Provides that the Clinical Psychologists Licensing and Disciplinary Board shall grant certification as medical psychologists to doctoral level psychologists licensed under the Act, and that this certification shall grant medical psychologists prescriptive authority to prescribe and dispense those drugs used in the treatment of mental, emotional, and psychological disorders. Sets forth provisions concerning application requirements, renewal, prescribing practices, controlled substance prescriptive authority, and State Board of Pharmacy interaction. Amends the Nursing and Advanced Practice Nursing Act, the Pharmacy Practice Act of 1987, and the Illinois Controlled Substances Act to make related changes.
Amends the Illinois Vehicle Code and the State Finance Act. Provides that the Secretary of State, in compliance with the federal REAL ID Act, may issue a driver's certificate that clearly states on its face that it may not be accepted by any federal agency for federal identification or any other official purpose. Provides that the driver's certificate must be distinguishable from a driver's license or permit. Provides that one of these driver's certificates may be issued to an applicant who is an immigrant residing in this State, is ineligible to obtain a social security number, and is ineligible to receive a driver's license. Establishes requirements for the application. Provides that an applicant for one of these certificates must pay an additional fee of not less than $50, to be set by the Secretary of State by rule, to be deposited into the Secretary of State Immigrant Driver's Certificate Fund. Creates the Secretary of State Immigrant Driver's Certificate Fund as a special fund in the State treasury. Provides that moneys deposited into the fund shall, subject to appropriation, be used by the Secretary of State to pay for the additional costs associated with immigrant applicants for driver's certificates. Provides that a person denied a driver's certificate may seek administrative review. Provides that a driver's certificate may not be used to obtain a Firearm Owner's Identification Card or a driver's license from another state. Provides that the Secretary of State shall, in conjunction with the Illinois State Police, establish administrative procedures for determining and identifying ineligible Firearm Owner's Identification Card applicants to ensure compliance with the Firearm Owners Identification Card Act. Provides for severability of the bill's provisions. Effective immediately.
Creates the Patient Acuity Nursing Staffing Act and amends the Hospital Licensing Act. Provides that every hospital shall implement a written hospital-wide staffing plan that includes a matrix for staffing decision-making that provides for minimum direct care professional registered nurse-to-patient staffing needs for each unit of care. Sets forth items that must be included in the staffing plan. Provides that every hospital shall establish a nursing care committee, which shall determine a written staffing plan for the hospital; sets forth particular responsibilities of the committee. Provides that any nurse who is an employee of a hospital that is subject to the Patient Acuity Nursing Staffing Act may file a complaint with the Department of Public Health regarding an alleged violation of the Act without fear of retaliation, discipline, or discharge. Provides that upon receiving a complaint of a violation, the Department may take any action authorized under certain provisions of the Hospital Licensing Act, including denial, suspension, or revocation of a permit or license or making an inspection or investigation. Effective January 1, 2008.
Amends the State Employees Group Insurance Act of 1971. With respect to the definition of a member's dependents, includes qualified domestic partners and makes changes in the qualifications of recognized children and children 19 years of age and older.
