Creates the Illinois Public Health, Corrections, and Community Initiative Act. Contains only a short title Section.
Amends the Property Tax Code. Includes disabled persons within the provisions granting an assessment freeze homestead exemption to senior citizens. Changes the name to the Senior Citizens and Disabled Persons Assessment Freeze Homestead Exemption (now Senior Citizens Assessment Freeze Homestead Exemption). Makes corresponding changes to a cross-reference to the exemption. Amends the States Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the State Employees Group Insurance Act of 1971. Provides that health benefits for treatment of alcohol and other drug addiction must be provided on the same terms and conditions as are benefits for treatment of other conditions.
Amends the Illinois Public Aid Code. Provides that it is the purpose of the "Medicaid" Article of the Code to provide full funding of the costs of services to meet essential medical needs.
Amends the Pharmacy Practice Act of 1987 and the Illinois Food, Drug and Cosmetics Act to allow pharmacists to initiate emergency contraception drug therapy without a prescription. Requires the pharmacist to provide the recipient of the emergency contraception drugs with a standardized fact sheet.
Amends the Wildlife Code. Provides that companion animals are not included in the definition of "wildlife". Provides that it is unlawful for anyone holding a nuisance wildlife control permit to drown, burn, or use any unacceptable agents as a method of euthanasia. Provides that the Department may authorize owners and tenants of lands or their agents to remove or euthanize (instead of destroy) any wild bird or wild animal known to be destroying property or causing a risk to human health or safety. Provides that animals that cause property damage or pose a risk to human health or safety shall be given to a licensed wildlife rehabilitator, released on site, relocated or humanely euthanized. Provides that euthanized specimens be given to a bona-fide public or State scientific, educational, or zoological institution. Provides that any method or agent of euthanasia must be prescribed as acceptable or conditionally acceptable in the Report of the American Veterinary Medical Association Panel on Euthanasia. Provides that the Department of Natural Resources "shall" (instead of "may") require periodic reports regarding the taking of wildlife. Expands the list of information to be reported. Adds a definition for "humane euthanasia". Effective January 1, 2004.
Makes appropriations for Fiscal Year 2005 from the General Revenue Fund to the Department of Public Health for AIDS/HIV education, services, counseling, testing, referral, and partner notification. Provides that FY05 funding shall be at least $6,000,000 more than FY04 funding. Effective on July 1, 2004.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health, from funds available for this purpose, to publish a summary outlining methods for the early detection and diagnosis of cervical cancer and breast cancer (now, just breast cancer). Requires the summary to include a suggestion that women seek a human papillomavirus (HPV) test as a diagnostic tool for cervical cancer. Makes corresponding changes. Amends provisions of the Illinois Insurance Code setting forth coverage requirements that apply to programs of health benefits, insurance protection, and benefits for State, municipal, county, and school employees, group or individual policies of accident and health insurance and managed care plans, and health services plan corporations. Requires coverage for the human papillomavirus (HPV) test for female insureds as a diagnostic tool for cervical cancer. Amends the Comprehensive Health Insurance Plan (CHIP) Act, the Health Maintenance Organization Act, and the Illinois Public Aid Code. Requires coverage for hospital or medical treatment or services for illness on an expense-incurred basis and coverage for an annual cervical smear or Pap smear test and papillomavirus (HPV) test for women and an annual digital rectal examination and a prostate-specific antigen test for men.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning disbursements from the Hospital Services Trust Fund. Effective immediately.
Amends the Illinois Public Aid Code. Provides that persons who fail to qualify for basic maintenance under the AABD program under the Code on the basis of need because of excess income or assets, or both, may establish prospective eligibility for that basic maintenance by prepaying their monthly Medicaid spend-down amount to the Department of Public Aid or by having a third party pay that amount to the Department. Effective immediately.
