Amends the School Construction Law. In provisions concerning early childhood construction grants, provides that a public school district or other eligible entity must provide local matching funds in an amount equal to 10% of the grant (rather than the amount of the grant). Provides that the Capital Development Board may adopt rules that include requirements that new or improved facilities be used for early childhood and other related programs for a period of at least 10 years. Effective July 1, 2010.

Amends the Interior Design Title Act. Removes requirement that residential interior designers be registered under the Act. Provides that the 2 additional Board members who are registered residential interior designers on the effective date of the amendatory Act shall serve out the full length of their current terms. Also makes technical changes. Effective immediately.
Creates the Antifreeze Bittering Act. Provides that any engine coolant or antifreeze that is manufactured after January 1, 2011, and subsequently sold within the State, and that contains more than 10% ethylene glycol, shall include denatonium benzoate at a minimum of 30 parts per million and a maximum of 50 parts per million as a bittering agent within the product so as to render it unpalatable. Requires a manufacturer of a product subject to this Act to maintain a record of the trade name, scientific name, and active ingredients of any bittering agent used and to make such information available to the public upon request. Provides that subject to certain exceptions, a manufacturer, processor, distributor, recycler, or seller of an engine coolant or antifreeze that is required to contain an aversive agent shall not be liable to any person for any personal injury, death, property damage, damage to the environment (including natural resources), or economic loss that results from the inclusion of denatonium benzoate in any engine coolant or antifreeze, provided that the inclusion of denatonium benzoate is present in concentrations mandated under the Act. Contains provisions concerning exemptions and penalties. Denies home rule powers.
Amends the Property Tax Code. Provides that, beginning January 1, 2011, a county with a population of more than 3,000,000 is required to accept payment by credit card for each installment of property taxes. Provides that the county is not required to accept payment by credit card for the payment on any installment of taxes that is delinquent under certain provisions of the Property Tax Code or for the purposes of any tax sale or scavenger sale. Preempts the concurrent exercise of home rule powers. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.
Amends the Emergency Medical Services (EMS) Systems Act. Provides that any Emergency Medical Technician whose license expired September 30, 2009, and who reapplies for licensure by January 1, 2011 shall have the license renewed once the individual completes the continuing education requirement and pays the licensure fee. Effective immediately.
Amends the Illinois Vehicle Code. Provides that no property owner shall allow any unreasonable obstruction of a designated aisle or parking place specifically reserved for persons with disabilities after 24 hours following the conclusion of an adverse weather event. Provides that no property owner shall allow the accumulation of debris or large objects, such as trash containers, to unreasonably obstruct any designated aisle or parking place specifically reserved for persons with disabilities without providing suitable and equivalent alternative parking spaces on-site. Provides that a person who violates these provisions shall be guilty of a petty offense and pay fine of not more than $250. Effective January 1, 2011.
Amends the Elder Abuse and Neglect Act. Provides that a "mandated reporter" under the Act includes (i) any bank, savings and loan, or credit union officer, trustee, or employee and (ii) any ambulatory currency exchange or community currency exchange, as defined in the Currency Exchange Act, or an employee of such a currency exchange.
Creates the Illinois Holocaust and Genocide Commission Act. Provides for the appointment of members by the Governor and for ex officio members. Authorizes the Commission to provide advice concerning education, memorials, events, and other matters. Provides for funding and coordination through the Illinois State Museum and Department of Natural Resources. Repeals the Act on January 1, 2021.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the supervision of persons on parole or mandatory supervised release.
Amends the Condominium Property Act. In provisions that provide that when 30% or fewer of the units, by number, possess over 50% in the aggregate of the votes in the association, any percentage vote of members specified in the Act or in the condominium instruments shall require the specified percentage by number of units rather than by percentage of interest in the common elements allocated to units, that when making a determination of any percentage or aggregate number of votes, a garage unit or storage unit, or both, in total, have no more votes than their aggregate percentage of ownership; this shall mean that if garage units or storage units, or both, are to be given a vote, that the association must add the total of garage units or storage units, or both, and divide the total by the number of garage units, storage units, or both, to determine the vote of each garage unit or storage unit. (instead of a unit shall not include a garage unit or a storage unit). Effective immediately.
