Amends the Illinois Horse Racing Act of 1975. Makes a technical change in a Section concerning thoroughbred horses.
Amends the Illinois Procurement Code. Makes fraudulent misrepresentation of a product, design, or construction schedule with respect to a Capital Development Board construction contract a Class 4 felony. Effective immediately.

Amends the Local Governmental and Governmental Employees Tort Immunity Act. Provides immunity for a local public entity for any injury resulting from the use of a firearm by: (i) a public employee not acting within the scope of his or her employment with the local public entity at the time the firearm is used; (ii) a person who is no longer employed by the local public entity at the time the firearm is used; or (iii) any qualified retired law enforcement officer, as defined in the federal Law Enforcement Officers Safety Act of 2004, carrying a firearm pursuant to that Act. Effective immediately.
Amends the Code of Civil Procedure. Makes a technical change in a Section concerning evidence.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning endangering the life or health of a child.

Amends the Automated Traffic Control Systems in Highway Construction or Maintenance Zones Act. Provides that a Uniform Traffic Citation mailed to the owner of a vehicle that has allegedly violated the Act must be sent via certified mail within 14 (rather than 6) business days of the alleged violation.
Amends the Ticket Scalping Act. Makes a technical change in a Section concerning service charges.
