Amends the Illinois Emergency Management Agency Act. Requires the emergency operations plan to include the needs of those with pets and service animals.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "taxing district".

Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that "community mental health services and programs", for purposes of meeting minimum standards, includes peer support, residential support services, assertive community treatment, skill development, vocational training, residential supports for children and adults, and transportation. Effective July 1, 2005.
Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning the short title Section.
Amends the State Finance Act, the Horse Racing Act of 1975, and the Riverboat Gambling Act. Eliminates the Horse Racing Equity Fund. In the Riverboat Gambling Act, makes technical changes of a revisory nature. Effective immediately.
Amends the Child Passenger Protection Act. Deletes language providing that, if a person other than the child's parent transports a child under the age of 8 years in a passenger vehicle or light truck without securing the child in an appropriate child restraint system, the person has not violated the provision if the child's parent failed to provide the person with a child restrain system.
