Designates the Big Muddy Bridge east of Waltonville on IL Route 148 as the "Captain Joseph Laur Memorial Bridge".
Creates the Task Force on Work Camp Rehabilitation to study and determine the effectiveness of Work Camps, to conduct an evidence-based analysis of the State's current Work Camps and a comparative analysis between Work Camps and other forms of incarceration and rehabilitation, and to study and determine the extent to which the educational, job training, and community service options of Work Camps and other transitional programs would be beneficial to the State's effort to reduce recidivism, decrease the prison population, and improve public safety.
Amends the Unified Code of Corrections. Provides that the Department of Corrections shall repurpose and operate as an adult correctional facility, the facility formerly known as the Illinois Youth Center located at Murphysboro, Illinois. Effective immediately.
Creates the FGD Task Force Act. Creates the FGD Task Force to study and make recommendations for the construction of new stacks at coal-fired power plants with flue gas desulfurization scrubber technology and the conversion of existing stacks at coal-fired power plants to flue gas desulfurization scrubber technology. Provides for the membership of the Task Force and provides that members shall serve without compensation. Requires the Task Force to report its findings and recommendations to the General Assembly by December 31, 2016. Requires the Department of Natural Resources and the Illinois Environmental Protection Agency to provide administrative and other support to the Task Force. Repeals the Act on January 1, 2018. Effective immediately.
Amends the Criminal Code of 2012 concerning the Interference With Penal Institution Article of the Code. Provides that in addition to any other penalty provided by law, an additional one year of imprisonment shall be added to the sentence of a person who commits bringing contraband into a penal institution or unauthorized bringing or delivery of contraband into a penal institution by an employee by using an unmanned aerial vehicle. Provides that a person who knowingly and intentionally operates an unmanned aerial vehicle below the navigable airspace overlaying a State penal institution is guilty of a Class A misdemeanor. Provides that this provision does not apply to an employee who operates the unmanned aerial vehicle within the scope of his or her employment, or a person who receives prior permission from the penal institution to operate the unmanned aerial vehicle. Provides that a person who knowingly and intentionally captures images or data of a State penal institution through the operation of an unmanned aerial vehicle is guilty of a Class 4 felony. Provides that this provision does not apply to an employee who captures images or data of a State penal institution through the operation of an unmanned aerial vehicle within the scope of his or her employment, or a person who receives prior permission from the penal institution to capture images or data of a State penal institution through the operation of an unmanned aerial vehicle. Defines "State penal institution" and "unmanned aerial vehicle".

Amends the School Code. Provides that, subject to appropriation to the State Board of Education, there is created an agriculture education teacher grant program to fund personal services costs for agriculture education teachers in school districts. Provides that a school district may apply for a grant to fund 50% of the personal services cost for an agriculture education teacher; however, a school district that is creating a new agriculture education program may apply for a grant to fund 100% of an agriculture teacher's personal services cost in the first and second year of the new agriculture education program and 80% of an agriculture teacher's personal services cost in the third and fourth years of the new agriculture education program. Allows a school district to apply for a grant for more than one teacher. Sets forth the duties of the State Board. Amends the Higher Education Student Assistance Act with respect to teacher shortage scholarships. Specifies that agricultural education is a course of study included in the definition of "areas of identified staff shortages".
Amends the Retailers' Occupation Tax Act. Provides that the Department of Revenue may furnish certain financial information to municipalities and counties (now, only municipalities) if the municipality or county agrees in writing to the Act's confidentiality provisions. Provides that the Department of Revenue is authorized to provide the information to municipalities or counties by electronic means. Provides that the Department may disclose the standard classification number assigned to a business. Provides that only the chief executive officer or chairman of the municipality or county may enter into an information-sharing agreement with the Department. Requires the chief executive officer or chairman to provide the Department with a list of municipal or county employees who may request return information, view return information, or receive related information. Contains provisions concerning the cancellation of the agreement.
