Amends the Criminal Code of 2012. Provides that it is also disorderly conduct to knowingly upload a video of a crime being committed, a gang-related fight, a battery committed with the intent to cause a person to be made unconscious, or other display of violence to a social media website or social networking website with the intent to promote or condone that activity or refuse to provide a law enforcement agency or peace officer with that uploaded video upon request of that agency or officer. Provides that a violation is a Class A misdemeanor.

Amends the Temporary Assistance for Needy Families Article of the Illinois Public Aid Code. Provides that no person shall knowingly use or accept cash assistance benefits provided under the Temporary Assistance for Needy Families Program for the purchase or sale of certain services or products, including alcoholic beverages, lottery tickets, firearms or firearms ammunition, admission to any performance, gambling games, and rental goods.
Mourns the death of Private First Class Tyler Lubelt of Tamaroa.
Urges the Governor to reopen the Tamms Correctional Center.
Amends the Firearm Owners Identification Card Act. Provides that a home rule county may not regulate, license, restrict the possession of, or require registration for, firearms and firearm ammunition. Provides that a home rule county may not regulate the transportation of firearms or firearm ammunition. Provides that these are exclusive powers and functions of the State. Provides that any ordinance or regulation, or portion thereof, enacted on, before, or after the effective date of the amendatory Act that purports to impose regulations or restrictions on firearms or firearm ammunition in any manner is invalid on the effective date of the amendatory Act. Effective immediately.
Declares the month of August of 2016 as "Southern Illinois Eclipse Crossroads Awareness Month". Supports development of a regional organization to ensure sustainable, long-term economic development that balances meeting immediate needs while dedicating resources to strategic and long-term goals. Encourages development of a marketing plan for regional branding around the solar eclipse and general regional tourism and economic development in Southern Illinois that coordinates and leverages investment by federal, State and local governmental entities, private business, non-profits and non-governmental organizations.
Amends the Criminal Code of 2012. Makes a technical change in a Section concerning extended statutes of limitations.
Amends the Illinois Income Tax Act. Provides that each taxpayer that is primarily engaged in manufacturing is entitled to a credit in an amount equal to 5% of the cost of renewable energy resources used by the taxpayer during the taxable year. Provides that the credit may be carried forward. Provides that the credit is exempt from the Act's automatic sunset provision. Effective immediately.
Appropriates $246,000 from the General Revenue Fund to the State Board of Education for a grant to Spring Garden Community Consolidated School District 178 for district consolidation costs and supplemental payments. Effective July 1, 2016.
Amends the General Assembly Compensation Act. Establishes the fiscal year 2017 mileage reimbursement rate and allowance for lodging and meals. Amends the Compensation Review Act. Prohibits cost-of-living adjustments for or during the fiscal year beginning July 1, 2016 for State government legislative and executive elected officers and appointees in positions for which the Compensation Review Board previously recommended or determined compensation. Effective immediately.
