Amends the Department of Agriculture Law. Provides that the Department shall not require a premises identification number to exhibit or enter livestock or horses at any fair or exhibition in Illinois, unless required by federal law or regulation, without first receiving approval for such a requirement from the governing board of the fair or exhibition.

Amends the Illinois Income Tax Act. Creates an income tax deduction for individual taxpayers in an amount equal to the qualified adoption expenses paid by the taxpayer that are related to the taxpayer's adoption of an eligible child. Provides that the deduction may be claimed only for the taxable year in which the adoption becomes final but may include qualified adoption expenses paid in prior taxable years. Effective immediately.
Amends the State Treasurer Act. Requires the Treasurer to post information on his or her official website concerning the investment of public funds. Sets forth the required information. Does not require posting of information that is exempt from inspection and copying under the Freedom of Information Act.
Amends the Downstate Teacher Article of the Illinois Pension Code. In provisions defining "eligible employment" for the purpose of allowing teachers to return to teaching in subject shortage areas without impairing his or her retirement status or retirement annuity, removes the June 30, 2008 ending date. Includes language exempting the changes from provisions concerning new benefit increases. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the State Officials and Employees Ethics Act. Classifies community college districts as units of local government that must adopt resolutions regulating the political activities and the solicitation and acceptance of gifts by their officials and employees (now, classified as State agencies subject to the entire Act's regulation and enforcement by the Executive Ethics Commission and the Governor's Executive Inspector General). Effective immediately.
Disapproves the 2008 report of the Compensation Review Board.
Amends the State Commemorative Dates Act. Designates each February as Women's Heart Disease Awareness Month.
Amends the Children with Disabilities Article of the School Code. In a Section concerning funding for children requiring special education services, provides that for fiscal year 2008 and each fiscal year thereafter, individual school districts must not receive payments under that Section totaling less than they received for fiscal year 2007. Sets forth guidelines for the calculation, including making the calculation a separate calculation from any other in the Section. Effective immediately.
Amends the Children and Family Services Act. Requires the Director to report to the Inspector General concerning completed investigations where abuse or neglect is indicated. Requires continuing reports on actions taken and completed. Authorizes the IG to recommend sanctions against agency staff for actions taken or failed to be taken. Requires public disclosure. Requires the appropriation to the IG to be separate from the appropriation to the Department. Makes other changes.
Amends the Illinois Controlled Substances Act. Requires the Department of Human Services to establish an electronic system for monitoring Schedules II, III, IV, and V controlled substances that are dispensed within the State by a practitioner or pharmacist or dispensed to an address within the State by a pharmacy that has obtained a license, permit, or other authorization to operate from the Department of Financial and Professional Regulation. Provides that every dispenser within the State or any other dispenser who has obtained a license, permit, or other authorization to operate from the Department of Financial and Professional Regulation shall report to the Department specified data in a timely manner as prescribed by the Department except that reporting shall not be required for a drug administered directly to a patient or a drug dispensed by a practitioner at a facility licensed by the Department provided that the quantity dispensed is limited to an amount adequate to treat the patient for a maximum of 48 hours. Provides that data for each controlled substance that is dispensed shall include but not be limited to: patient identifier; drug dispensed; date of dispensing; quantity dispensed; prescriber; and dispenser. Provides that the Department of Human Services shall submit an application to the United States Department of Justice for a drug diversion grant to fund a pilot project to study a real-time electronic monitoring system for Schedules II, III, IV, and V controlled substances. Repeals provisions establishing the Schedule II controlled substance prescription monitoring program. Makes other changes. Effective January 1, 2008.
