ST CONTRACTOR INTERESTS

Amends the Illinois Procurement Code. Provides that State officers and employees prohibited from obtaining State contracts may not receive legal, banking, consulting, or other fees related to State government bond issuances. Prohibits waivers from the prohibition. Prohibits State contractors with contracts with an annual aggregate value of more than $25,000 from making political contributions to the executive branch constitutional officers responsible for awarding the contracts. Establishes penalties for violations. Requires that each State contract bid or offer in excess of $10,000 annual value must be accompanied by a disclosure of the bidder's or offeror's political contributions to the executive branch constitutional officer responsible for awarding the contract. Authorizes the State Comptroller to refuse payments under contracts for which those disclosures were not made. Makes other changes.

MED PRAC-DELEGATE TASK-DUTY

Amends the Electrologist Licensing Act. Provides that nothing in the Act shall be construed to prevent a person employed as a medical assistant by a physician licensed to practice medicine in all its branches from assisting the physician in the practice of electrology (now, nothing in the Act shall be construed to prevent a person functioning as an assistant to a person licensed to practice medicine in all its branches from providing electrology services), and that the Act does not authorize an unlicensed person to provide electrology services.

GOMB-FUNDS-TRANSPARENT WEBSITE

Amends the Governor's Office of Management and Budget Act. Requires GOMB to establish a single updated searchable database website accessible by the public at no cost that includes information concerning each entity that receives Illinois funding. Requires GOMB to report to the General Assembly concerning the website. Effective immediately.

ELEC CD-DISCHARGED MILITARY

Amends the Election Code. Provides that an otherwise qualified person who has returned from service with the United States armed forces, merchant marines, or the federal government outside the United States within 30 days before an election may register to vote up to 5 days before that election. Permits the same registration for the otherwise qualified spouse and dependents living with or accompanying the member of the armed forces or the merchant marine. Extends grace period voting until the 5th day before an election or primary for those voters only.

STATE FACILITY OVERTIME ACT

Creates the State Facility Overtime Act. Provides that the Director of the State agency responsible for the operation of specified State facilities (or the Director's designee or agent) may not require an employee to accept work in excess of an agreed upon, predetermined, and regularly scheduled daily work shift, not to exceed 40 hours per week. Provides for: exceptions to the prohibition; posting a summary of the Act and applicable rules; investigation of complaints by the Illinois Department of Labor and disposition of complaints; adoption of administrative rules; construction; and other matters. Effective immediately.

URGE-SOLUTION EXTREME POVERTY

Applauds the Office of the Lieutenant Governor for agreeing to facilitate public hearings on the critical issue of extreme poverty in Illinois and urges members of the General Assembly and local stakeholders to attend the hearings.

JUNK MAIL OPT OUT LIST

Creates the Junk Mail Opt-Out List Act. Makes legislative declarations. Defines terms including bulk mailer, junk mail, and postal patron. Provides that by July 1, 2009, the Attorney General shall establish and provide for the operation of the Illinois Junk Mail Opt-Out List, containing the addresses of postal patrons who have given notice that they do not wish to receive junk mail. Provides that no person shall send junk mail to a postal patron who has registered for the Opt-Out List. Provides that any person who wishes to send junk mail shall consult the Opt-Out List each calendar quarter. Provides that mail sent by a small business, political entity, or charitable entity organized under Section 501(c)(3) of the Internal Revenue Code, or by a business to its customers, is not junk mail. Provides that the fines for violations are set on a sliding scale. Provides that the State does not have any liability to a person for any failures in enforcement of the Act. Provides that the Attorney General shall provide by rule for fees on a sliding scale for persons and entities that want to send junk mail, but who will honor the List. Provides for: referral and investigation of complaints; inclusion in the Opt-Out List; violations; remedies; exemptions; and other matters. Creates the Junk Mail Opt-Out List Fund as a special fund, provides that fees and fines shall be deposited into the Fund and that moneys in the Fund shall be used for implementation, administration, and enforcement of the new Act, and amends the State Finance Act to list the new Fund as a special fund. Effective immediately.

$CDB-SCHOOL CONSTRUCTION

For Fiscal Year 2009, appropriates $150,000,000 to the Capital Development Board for school construction grants pursuant to the School Construction Law. Effective July 1, 2008.

IDOT-HIGHWAYS

Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that it is a goal of the Highway Improvement Program that the percentage of mileage and bridges under State jurisdiction that are in acceptable condition be comparable throughout the State. Sets forth the method for allocating the funding for the Highway Improvement Program among highway districts 1 through 9. Provides that the Department shall publish and deliver to the Governor and General Assembly an Annual Highway Improvement Program within 60 days after the start of each fiscal year or of the enactment of the Department's highway construction appropriation for that fiscal year, whichever is later. Provides that the Auditor General shall review the performance of the Department every 2 years. Effective July 1, 2007.
